This Management Analyst (COR) position is with Veterans Benefits Administration (Department of Veterans Affairs) in Phoenix, AZ. The incumbent is a member of the Medical Disability Examination Office (MDEO) on the Acquisitions and Budget Staff. The mission of MDEO is to ensure Veterans receive timely and high-quality disability examinations worldwide. The incumbent monitors and oversees contract vendor performance to enforce the technical terms of the contract and ensure compliance with agency regulations, procedures, and program directives. The staff manages the required supporting contracts to the contract exam process. Key duties: • Specific duties include: Monitors and oversees contract vendor performance to enforce the technical terms of the contract and ensure compliance with agency regulations, procedures, and program directives. Recommends, develops, and coordinates contract modifications as necessary to ensure efficient and effective program management. Manages the required supporting contracts to the contract exam process. Formulates, presents, executes, and analyzes organizational budgets in alignment with contract spend plan and burn rate. Executes procurements actions within specified deadlines and with consistent technical accuracy. Monitors contractor performance to assure compliance with PWS, agency regulations and procedures, program directives, timely and accurate invoicing, technical requirements as well as completion of CPARS. Prepares and maintains acquisition plans, appropriate milestone charts, and related integrated schedules to ensure PALT and spend plan are on track. Advises program officials of the procurement objectives to be used and works with program to define requirements and prepare statements of work, IGCE, market research, and relevant justifications. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: Specialized Experience: To qualify for this position at the GS-13 level, applicants must have one year of specialized experience equivalent to the GS-12 level. The applicant must document experience working on projects and completing tasks, accurately and on schedule; applying critical thinking and analysis, successfully managing and completing special projects, research, and analytical assignments. The applicant must document entry level experience with Contracting Officer's Representative (COR) duties, to include preparing statements of work, IGCE, and conducting market research and have familiarity with the Federal Acquisitions Regulations (FAR). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week.
