If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Plans, organizes, and carries through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency, and productivity of substantive, mission-oriented programs. Analyzes program functions and/or areas to discern trends in program delivery. Analyzes overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives. Serves as the process analysis expert for a program or function. Develops various techniques and methods to assess costs and benefits of alternative programs and to evaluate the effectiveness of current programs. Develops program plans, designs and issues directives and instructions, and develops recommendations to improve the effectiveness of the program segment. Reviews and evaluates the effectiveness of operating procedures, work flow, inter-functional coordination, and organization operation through personal observation, conferences, and of status reports and data. Prepares resulting documents from these reviews, reporting on progress towards achievement of program initiatives. Evaluates the implementation of new procedures affecting the program operations and maintains adequate controls to ensure compliance with procedures and deadlines. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE GS-14: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience conducting analytical and evaluative studies using analytical methods and techniques to assess program operations, identify operational issues, evaluate findings, and develop recommendations supporting program objectives and organizational priorities. Experience applying Federal laws, regulations, policies, procedures, precedential guidance, and program requirements to evaluate complex program issues, interpret requirements, and develop recommendations for program implementation and improvement. Experience planning, coordinating, monitoring, and completing project assignments involving multiple stakeholders, integrating project objectives, monitoring project milestones, and preparing recommendations supporting program execution. Experience gathering, validating, analyzing, and consolidating information from multiple sources to evaluate program effectiveness, identify operational trends, develop findings, and prepare reports or briefing materials for management decision-making. Experience evaluating business processes, operating procedures, and program operations to identify process improvements, recommend corrective actions, and support implementation of program initiatives. Experience preparing written reports, briefing papers, project documentation, and technical recommendations that communicate analytical findings, support executive decision-making, and document proposed courses of action. Experience coordinating with internal and external stakeholders to obtain information, resolve program issues, exchange technical information, and support completion of cross-functional projects and organizational initiatives. Experience applying project management principles and methods to organize project activities, establish schedules and milestones, coordinate resources, monitor project progress, and support successful completion of analytical studies and program initiatives. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
