Supervisory Microbiologist/Supervisory Veterinary Medical Officer (Assistant Director)

This Supervisory Microbiologist/Supervisory Veterinary Medical Officer (Assistant Director) position is with Animal and Plant Health Inspection Service (Department of Agriculture) in Phoenix, AZ. As the Assistant Director of APHIS-VS National Preparedness and Incident Coordination (NPIC), you will provide leadership and supervision to animal health subject matter experts and coordinate and direct Strategy and Policy (S&P) activities related to the development and implementation of response plans for foreign animal diseases. Key duties: • The duties may include, but are not limited to: • Formulates, coordinates, and implements national animal disease control and eradication programs to maintain a thriving animal agriculture system in the United States. • Provides leadership in the development of guidance, programs, policies, and procedures for foreign animal disease preparedness activities and implementation of foreign animal disease response plans. • Provides leadership in formulating short- and long-range plans for the integration and use of the Emergency Management Response System (EMRS) with program activities, as well as with other IT systems. • Prepares and approves briefing papers, administrative reports, correspondence, budget documents, scientific papers, manuscripts, and other written materials related to staff operations. • Collaborates with the Director to oversee the planning, initiating, and directing of projects, preparedness activities, and/or other activities concerning specific problems related to programs. • Represents the Director and other senior leaders and the Department at national and international meetings concerning the development or implementation of policies and procedures. • Provides guidance to staff on standards and protocol for communicating important veterinary and regulatory concepts to APHIS, other Federal and State government officials, field personnel, etc. • Collaborates with the Director on the formulation of the budget, production capability, and opportunities for cost effective changes in the program. Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Microbiologist (0403)Degree: Successfully completed bachelor's or higher degree in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR Combination of education and experience: of post high school education with courses equivalent to a major in microbiology; or biology, chemistry, or basic medical science that included courses as shown above, PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above .BASIC REQUIREMENT: Veterinary Medical Officer (0701): All applicants to 0701 series must meet the Basic Requirement outlined in the Education section below. FOR THE 0403 AND 0701 SERIES GS-14 LEVEL: In addition to the Basic Requirements, applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Directing the work or leading a team of subject matter experts in regulatory animal health Developing policies and protocols to implement national response and control programs for animal diseases and/or pests Analyzing data and reports to include animal disease outbreak response data, epidemiology, disease risk factors, and research studies, and applying findings toward the development and implementation of animal disease and/or pest response and control program Note: There is no education substitution for this grade level.
