Veterinary Medical Officer (Emergency Response Program Coordinator)

This Veterinary Medical Officer (Emergency Response Program Coordinator) position is with Animal and Plant Health Inspection Service (Department of Agriculture) in Phoenix, AZ. Veterinarians chosen for this position work part of the National Preparedness and Incident Coordination Center (NPIC-Incident Coordination Unit). Staff working in this area provide national leadership and are a recognized authority for the development and support of operational and strategic requirements of foreign animal disease investigation and incident management. Key duties: • The duties may include, but are not limited to: • Manage national coordination of activities among affected States, the National Veterinary Services Laboratories, National Veterinary Stockpile, and other APHIS units • Establish productive working relationships with other federal and state agencies, livestock and poultry industry officials, university faculty, and other public and private organizations. • Maintain familiarity of requirements that are outlined in the National Response Framework (NRF), the National Incident Management System (NIMS), and other relevant Federal guidance. • Support APHIS Veterinary Services and provides secondary program support to the USDA, the Departments of Homeland Security, and Health and Human Services, and APHIS agencies as an agriculture liaison. • Explore, evaluate, and create possible solutions with other animal emergency and ESF-11 coordinators to solve veterinary and public health problems. • Support the National Preparedness and Incident Coordination director in the general goals of the unit, including implementation of the Emergency Management Reporting System (EMRS). Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. All applicants must meet the Basic Requirement outlined in the Education section below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Serving in a leadership role to respond to livestock and poultry animal disease emergencies as part of a State or Federal Incident Management Team. Advising Federal Agencies, State and/or local governments in the areas of foreign animal disease responder training programs or exercise design, development, and delivery. Developing and interpreting State or Federal regulations, policies and procedures for livestock and poultry disease response. Collaborating with livestock and poultry stakeholder/industry groups to prepare for, respond to, and/or deconflict regulatory interventions for animal disease outbreaks. Note: There is no education substitution for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. this education must have been successfully completed and obtained from an accredited school, college or university.
