This Administrative Officer position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ.
This position serves as the principal Administrative Officer to the Deputy Network Director within the VISN Operations Center, and as a first-line supervisor of the Staff Assistants who provide direct administrative, operational, and program management support to the VISN Program Offices. The purpose of the position is to ensure the effective administrative management of the Deputy Network Director's office and to provide unified supervisory direction, quality control, and workload management.
Key duties:
• Duties include but are not limited to: Plans work to be accomplished by subordinates; sets and adjusts short-term priorities; and prepares schedules for completion of work to ensure consistent, high-quality administrative support. Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees; ensures equitable distribution of workload and coverage of critical administrative functions. Evaluates work performance of subordinates; provides regular performance feedback; prepares and delivers formal performance appraisals; identifies and addresses performance or conduct issues, including counseling and, when necessary, initiating disciplinary or adverse action procedures in coordination with Human Resources. Interviews candidates for subordinate positions; recommends selection, reassignment, promotion, or non-selection; identifies training and developmental needs of subordinates and arranges for or provides needed training, cross training, and developmental opportunities. Approves leave; certifies time and attendance; reviews and approves timekeeping records for subordinate staff. Establishes and communicates consistent administrative standards, templates, and procedures for use by Staff Assistants across all supported Program Offices, ensuring uniformity in the quality, format, and timeliness of administrative products. Serves as the principal Administrative Officer to the Deputy Network Director, exercising independent judgment in managing the full range of administrative operations of the office, including budget formulation and execution support, human resources coordination, space and equipment management, and records/correspondence control. Develops, implements, and maintains administrative processes used to plan, track, and evaluate a wide range of long-standing programs, correspondence, and special initiatives. Maintains an office-wide administrative tracker to improve efficiency in the completion of administrative actions and to provide the Deputy Network Director and VISN Operations Center Manager visibility into the status of pending items. Analyzes administrative workload, staffing levels, and support requirements across VISN Program Offices; identifies gaps, inefficiencies, or misalignments in administrative support and develops recommendations for reallocation of Staff Assistant coverage or resources. Coordinates the development and maintenance of standard operating procedures, desk guides, and internal control documents governing the work of Staff Assistants, ensuring continuity of operations in the event of staff turnover or absence. Develops and monitors budgetary inputs and administrative resource requests coordinating with Fiscal/Budget staff as needed. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: 1 year experience equivalent to at least next lower grade level (GS-11) is required. Examples of specialized experience include: Comprehensive knowledge of administrative management principles, practices, and techniques sufficient to plan, direct, and evaluate the administrative support function for an executive office and a functionally dispersed team of subordinate staff. Knowledge of VA/VHA organizational structure and the relationships among the VISN Operations Center, VISN Program Offices, HSAs, and facilities, sufficient to coordinate administrative support across a decentralized organizational structure. Knowledge of budget formulation, execution, and travel/timekeeping systems. Skill in written and oral communication sufficient to prepare executive-level correspondence, briefings, and presentations, and to advise the Deputy Network Director and VISN Operations Center Manager on administrative and personnel matters. Skill in analyzing administrative workload and organizational support requirements sufficient to identify inefficiencies and develop and implement improved processes and standards across multiple, functionally distinct offices.
