This Administrative Officer position is with Veterans Health Administration (Department of Veterans Affairs) in Prescott, AZ. The Administrative Officer position is located at Bob Stump Department of Veterans Affairs Medical Center in Prescott, Arizona within Education and Health Informatics. The incumbent is in charge of overall administrative management duties, budget and resource allocation, procurement of contracting, human resources, payroll, and continuing medical education coordination with program development assistance. Key duties: • 30 Day Hiring Model The Department of Veterans Affairs is implementing a streamlined 30-Day Hiring Model designed to accelerate hiring while maintaining the highest standards of merit-based selection. This improved process reduces traditional hiring timelines by integrating early coordination, faster assessments, and efficient pre-employment actions. Applicants can expect a more transparent, predictable, and efficient hiring journey from announcement to entry on duty. What Applicants Can Expect Expedited Candidate Review Once the announcement closes, Human Resources will quickly review applications, issue certificates of eligible candidates the day after the announcement closes and refer applicants for hiring manager consideration. Typical duties include but are not limited to: Providing budget formulation, justification, and execution; financial management, and financial reporting. Managing complete budget formulation and execution for the service involving appropriate funding control points. Providing advice and assistance to management concerning determination of training needs, sources of needed training, planning to meet needs, design and presentation of training and evaluation of results. Reviewing financial reports and resolves discrepancies with the appropriate accounting office. Assisting managers and staff in projecting staffing need, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Acting as a resource person in planning, reviewing, and revising policies and procedures that impact patient care and affect administrative structure, processes and procedures. Planning, evaluating, interpreting, revising, and providing necessary corrective action for all accredited continuing education programs. Maintaining standards to ensure accreditation attained for the target audience of these programs includes the broad range of the medical profession. Providing advice and assistance to management concerning determination of training needs, sources of needed training, plans to meet needs, design and presentation of training and evaluation of results. Overseeing the management of the Talent Management System (TMS) program. Preparing procurement requests, evaluates proposals for work, writes Statement of Works, acts as a Contracting Officers Representative for procurements, and maintains procurement and contracting records. Managing contracting and procurement for all procurements that require varying approaches and complexity. Selecting organizational approaches and methods to accomplish a complex and varied workload. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing, justifying, reporting on, and executing the budget; preparing, justifying, and administering the program budget; overseeing procurement and contracting to achieve desired results, monitoring expenditures and uses cost-benefit thinking to set priorities; planning, evaluating, and administering training, organizational development, and career development initiatives. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education.
