This Administrative Officer position is with Veterans Health Administration (Department of Veterans Affairs) in Prescott, AZ. The Northern Arizona VA Medical Center is seeking an Administrative Officer to join our Police Service. The incumbent of this position provides or obtains a variety of management services essential to the direction and operation of Police Service at the VA Medical Center in Prescott, Arizona. Key duties: • 30 Day Hiring Model The Department of Veterans Affairs is implementing a streamlined 30-Day Hiring Model designed to accelerate hiring while maintaining the highest standards of merit-based selection. This improved process reduces traditional hiring timelines by integrating early coordination, faster assessments, and efficient pre-employment actions. Applicants can expect a more transparent, predictable, and efficient hiring journey from announcement to entry on duty. What Applicants Can Expect Expedited Candidate Review Once the announcement closes, Human Resources will quickly review applications, issue certificates of eligible candidates the day after the announcement closes and refer applicants for hiring manager consideration. Quick Interviews & References HR may arrange interviews and will request references within 3-5 days after being referred to the hiring manager. Streamlined Pre-Employment Requirements: Following a tentative offer, applicants should be prepared to complete required steps, such as fingerprinting and background check, credentialing, and medical examination within 3 days of the offer. The incumbent provides advisory functions through use of extensive knowledge and understanding of management principles, practices, and methods to integrate and coordinate delivery of service. Major duties and responsibilities include, but are not limited to: Leads in administering programs concerning such matters as equal opportunity, merit promotion, employee/labor-management relations, and position management. Administers space and equipment programs. Serves as a key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Responsible for personnel administration that includes knowledge of personnel operations, position classification, grievance procedures, performance standards, and disciplinary actions. Serves as the authorized approving official for orders for supplies, services and equipment. Maintains awareness of available resources and makes recommendations to the VA Police Chief, resources management board, and budgeting committee regarding needs, distribution, or redistribution of resources. Gathers and analyzes budget needs of the VA Police Service and supervises all phases of budgeting within administrative requirements. Responsible for formulation and execution of annual budget including supplies, equipment, and all other general operating expenses. Assembles and compiles budget information and maintains running account of funds allocated and expended. Manages procurement and contracting for VA Police Service. Acts as COR for procurement and/or maintaining procurement and contracting records. Initiates and prepares contracts to secure adequate resources to facilitate operations. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of progressively higher level graduate education or possess a superior academic achievement in a related field that demonstrates the knowledge, skills and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year or 18 semester hours to meet total experience requirements. GS-09 Grade Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
