This Administrative Officer position is with Veterans Health Administration (Department of Veterans Affairs) in Tucson, AZ. The Administrative Officer (AO) position is at the full performance level located at the Southern Arizona VA Health Care System (SAVAHCS) in the Sterile Processing Service (SPS). The SPS AO is responsible for performing administrative functions that include budget, finance, resource management, space planning, labor planning, property management, equipment and supply acquisition and inventory, and general administration management. Key duties: • Duties and responsibilities include, but are not limited to: Performs supportive administrative tasks for the Sterile Processing Services, a department with both well-established and dynamic administrative requirements. The incumbent must have a high degree of computer literacy, to include proficiency in word processing and spread sheet/data management programs such as Adobe PDF, Microsoft Word and Excel. The incumbent will utilize facility and VHA data management sites (e.g., intranet, SharePoints) and software (e.g., VISTA, TMS, VATAS, and Acustaf) for uploading and maintaining information, documents, reports, and files, equipment-related functions such as entering work orders, supply and equipment requests, and staffing-related functions such as Talent Management System (TMS) administration, staffing and on-call schedules, leave tracking and approvals (e.g., function as secondary approver in VATAS) and maintenance of employee service folders. Administrative duties include drafting action plans, meeting notes and minutes, correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. The incumbent gathers, analyzes, and collates data for reporting and provides advice and guidance to managers on questions and situations related to the administrative services provided, determining pertinent issues and collecting relevant information from a variety of sources. Participates in both long-term and short-term planning, provides input for the development of SPS operational objectives, policies, and procedures based on VHA, VISN, and local strategic goals including integration of support services to support mission requirements utilizing knowledge of standards and requirements of professional, regulatory, and accrediting bodies. Provides input and participates in planning regarding efficient use of existing space, proposed alterations of physical structure, design of new facilities and determining space allocation based on program demands. Responsible for the selection, justification, and acquisition of office supplies, administrative and equipment needs. Coordinates, prepares and submits to management, projections for equipment needs. Coordinates equipment repair and updates with Biomedical Engineering personnel. Identifies and performs routine liaison tasks to support the department's planning processes. Assists with analyzing program, budgetary, and fiscal data. Monitors expenditures and changes that require reprogramming of funds for assigned areas of responsibility. Provides guidance and administrative support for quality and productivity proofreading departmental documents and correspondence, creating documents from initial drafts, preparing reports and presentations. Prepares documents, reports, and action plans related to audits, inspections, and reviews of audit findings and corrective actions. Reviews policies and procedures, providing guidance to ensure compliance with directives and standards of the National Program Office for Sterile Processing (NPOSP), Veterans Affairs Central Office (VACO), and other accrediting, compliance, and regulatory bodies such as The Joint Commission (TJC), Office of the Inspector General (OIG). Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: conducting program analysis through data evaluation; interpreting policies, abiding local procedures, and managing correspondence; performing administrative, budget, and finance management tasks. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond undergraduate education an equivalent combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
