REVIEW THE ADDITIONAL INFORMATION BELOW FOR FURTHER DETAILS Key duties: • General Manager Duties: As a Senior Manager you will: Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget. The following are the job specific duties of this position. Supervises a staff of predominately HR Specialists responsible for providing expert advice on external hiring, merit promotion/staffing, hiring flexibilities and special placement programs such as Priority Placement, Priority Consideration, Hardship Reassignments while administering the internal and external hiring programs. Employment Offices are organized to provide dedicated service and senior leadership to customers with agile structure that supports alignment of staff to support surge hiring. Work involves recruiting, examining, selecting and placing employees; performing job analysis; workforce planning and analysis; and advising management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission. Uses comprehensive knowledge of the existing Employment Office programs and related IRS issuances to identify and define specific changes or other actions required by new regulations pertaining to recruitment and placement. Interprets regulations, clarifies their application and develops justification to effect changes in policies, regulations and instructions. Develops and coordinates new regulations, instructions, policy letters and SOPs to ensure effective dissemination of new or changed requirements to all IRS organizations. Provides follow-up action to ensure understanding and timely implementation of all new issuances. Serves as an agency expert on recruitment and placement. Fosters development of HR programs and provides briefings to senior leaders, operating officials, and supervisors designed to affect the understanding of responsibilities for continuing sound management of human resources. Ensures program development and implementation are consistent with the corporate mission, vision, and goals. Manages organizational changes throughout the Service and exercises discretionary authority to approve or deny proposed changes. Ensures that IRS HR policies and programs are consistent with policies, regulations and standards issued by Treasury, Office of Personnel Management and other department regulations. Ensures policies are implemented in accordance with agency goals and objectives and are consistent with management objectives. Monitors work, identifies and resolves problems, assesses overall effectiveness, efficiency, and productivity. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below. SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Qualifying experience includes substantial supervisory, managerial, or program leadership experience at the GS-14 or GS-13 level (or equivalent) directing complex human resources programs or comparable organizational programs in the Federal or private sector. To be qualified your experience should be sufficient to demonstrate: Experience leading or directing a comprehensive recruitment, staffing, or human capital program, including planning, implementing, evaluating, and improving recruitment and placement operations while ensuring compliance with applicable laws, regulations, policies, and organizational objectives. Experience providing strategic leadership and managerial oversight of complex organizational programs, including planning work, establishing priorities, managing subordinate supervisors or managers, allocating resources, evaluating organizational performance, resolving operational issues, and achieving program goals through effective leadership of people and resources. Experience serving as a senior advisor to executives or organizational leadership by coordinating with internal and external stakeholders, developing strategic recommendations, presenting complex information, leading executive briefings, negotiating solutions, and preparing technical reports, memoranda, or implementation plans. Experience with workload planning, resource allocation, and program evaluation to improve operational effectiveness and organizational support.
