This Attorney-Advisor position is with National Labor Relations Board (Other Agencies and Independent Organizations) in Phoenix, AZ. This position is located in the Ethics Office and supports the Designated Agency Ethics Official in managing the agency-wide government and legal ethics program. The incumbent performs complex legal duties to provide ethics guidance, assist in policy decisions, enforce Board and court orders related to ethical issues, and support adjudicative functions. The position promotes a strong ethical culture and provides expert advice on government and legal ethics statutes, regulations, and policies. Key duties: • As a Attorney-Advisor, GS-0905-15, your typical work assignments may include: Serving as a senior attorney providing recommendations and authoritative guidance on complex, often unprecedented and highly sensitive government ethics issues; Performing research, legal analysis, and evaluation of information to support Agency decisions, opinions, and recommendations on ethics questions of significant importance; Rendering legal advice, counsel, and opinions, orally and in writing, including preparing memoranda, pleadings, briefs, and other legal instruments addressing complex ethics issues; Serving as a liaison and advisor to Agency offices, ensuring compliance with ethics laws, regulations, and policies and advising on investigative and litigation strategies; Developing and delivers ethics training programs and represents the Agency in high-level meetings and conferences, including with senior officials and external partners; AND Acting as an Agency legal ethics expert, resolving complex ethical issues and questions that impact NLRA administration, including case investigation, prosecution, and adjudication. IDEAL CANDIDATE STATEMENT The ideal candidate is a highly experienced attorney with expertise in government and legal ethics, capable of advising on complex and sensitive issues that impact agency policy and operations, including legal ethics questions that arise during NLRB proceedings. The ideal candidate has demonstrated knowledge of the National Labor Relations Act (NLRA). The candidate demonstrates exceptional analytical and legal research skills, with the ability to interpret and apply laws, regulations, and precedents to novel and high-impact situations. They are an effective communicator who can provide clear, authoritative written and oral guidance to senior leadership and stakeholders across the organization. The ideal candidate also has experience drafting legal documents, developing training programs, and representing an organization in high-level forums. They are a strategic thinker, capable of exercising sound judgment and delivering practical solutions in a dynamic and complex legal environment. BASIC REQUIREMENT Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application. Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification. In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must possess one year of specialized experience equivalent to the GS-14 grade level in the Federal service that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of an Attorney Advisor, GS-0905-15. Specialized experience includes: Experience providing legal advice and guidance on government and legal ethics matters, including interpreting and applying ethics laws, regulations, and policies to resolve complex or novel issues; and Experience conducting legal research and analysis, evaluating complex factual and legal issues, and developing written and oral recommendations, opinions, or litigation strategies on matters of significant importance; AND Experience advising senior leadership, coordinating with internal and external stakeholders, and developing or delivering training or presentations on legal or ethics-related topics. This experience must be fully supported and articulated in your resume to receive consideration.
