Budget Analyst

This Budget Analyst position is with Animal and Plant Health Inspection Service (Department of Agriculture) in Phoenix, AZ. The Budget Analyst is responsible for the application and execution of budget systems as they relate to VS programs nationwide. They perform a wide range of administrative and analytical duties in the formulation, presentation, and execution of the VS budget and also conduct special budgetary and fiscal analytical studies which may affect current and long-range policies and programs for VS. Key duties: • The duties may include, but are not limited to: • Develops detailed procedural instructions for use in planning, estimating and documenting Program funding needs. • Prepares and presents preliminary/formal budgetary and historical data for use by management in the evaluation of funding needs. • Monitors the execution of the VS budget to assure that funds are being obligated in a timely and effective manner. • Provides for the maintenance of budgetary controls over special funds, reimbursable accounts and appropriated funds allocated or required. • Provides technical advice and guidance to Regional Specialists on the status of funds and other budgetary issues for VS programs. • Reviews such fiscal and fiscally related documents as grants, cooperative agreements, memorandums of understanding and other such documents to determine adequacy • Recommends allocation revisions/reprogramming actions when necessary to provide effective and economical utilization of all available financial resources • Develops and submits a monthly status of funds report projecting rates of obligations to reflect and predict variances from work plans. Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: - Conducting high level analysis of financial and budgetary relationships in an environment of uncertainty and time pressures. - Analyzing and evaluating continual changes in program plans and funding, and their effect on financial and budget program milestones. - Synthesizing data compiled and developing a monthly status of funds report projecting rates of obligations to reflect and predict variances from budget allocations. Equivalent combinations of education and experience are qualifying for this grade level. Ph.D. or equivalent doctoral degree in business, accounting, finance or other directly related field OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-9/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.
