Budget Analyst

This Budget Analyst position is with Bureau of Alcohol, Tobacco, Firearms and Explosives (Department of Justice) in Phoenix, AZ. The Financial Management Division, Budget Branch is responsible for the budget formulation and execution process. The incumbent performs a wide variety of analytical duties connected with the formulation, justification, presentation, evaluation, execution, monitoring, and review assigned budget areas. The incumbent assists in the formulation of policies, plans, systems and procedures to manage and continually improve the efficiency and effectiveness of the overall Bureau financial management. Key duties: • The major duties of the Budget Analyst position include, but are not limited to, the following: Providing expert advice, assistance, and guidance to program managers and Bureau officials on all aspects of the allocation, use, and control of appropriated funds. Supporting the oversight of budget execution activities by monitoring inputs, outputs, and modifications to the Financial Plan. Demonstrating and applying knowledge of federal budget formulation & execution processes, financial analysis, and relevant laws, regulations, and directives. Working collaboratively with colleagues across Directorates and program offices to support organizational goals, contributing to the completion of tasks that advance ATF's mission. Preparing a wide range of budget materials, including justifications, operating plans, mid-year reviews, briefing documents, and funding reports, ensuring information is presented clearly, concisely, and accurately for internal leadership and relevant stakeholders. Qualifications: To qualify for the Budget Analyst position at the GS-13 grade level, you must meet the following requirements by the closing date of this announcement. Minimum Qualifications Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. To qualify for this position at the GS-13 grade level, candidates must meet the following specialized experience by the closing date of this announcement. EXPERIENCE: Candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-12) (obtained in either the public or private sectors). This experience must include all of the following: Providing expert guidance to stakeholders on the allocation, use, and control of funds, contributing to the development of annual and multi-year budget materials; AND Identifying alternative solutions to budget or resource issues and making timely recommendations for resolution, based on sound analytical reasoning; AND Maintaining comprehensive trackers and spreadsheets that support monitoring allotments, obligations, and funding levels, ensuring spending follows established Bureau controls and conforms to the fiscal year Financial Plan.
