Budget Analyst

This Budget Analyst position is with Office of the Secretary of the Interior (Department of the Interior) in Phoenix, AZ. The incumbent will be responsible for advising IBC management on budget, financial, and cost issues, as well as performs a wide range of operational, managerial, and analytical functions to ensure program integrity and operational efficiency of IBC's fiscal and staffing resources. Salary: Lakewood, CO- $118,675-$154,280 Herndon, VA and Washington, D.C.-$121,785-$158,322 Key duties: • Develops and formulates IBC annual current-year operating/spend plans; monitors the use and rate of expenditures and revenue collection of funds and tracks obligations throughout the execution phase of the operating budget to ensure full cost recovery. Monitors the collection of revenue and ensures that all revenue is collected and posted to the correct account. Assists IBC program managers, if needed, on any unsigned agreements. Participates in the IBC budget planning process for current and future years, taking into account any IBC and DOI policies, legislative and fiscal constraints, and the need for a budget that balances the requirements of the diverse components and competing resources of the IBC and its customers while ensuring full cost recovery. At the GS-13 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is defined as experience that is in or related to the line of work of this position and has equipped you with the particular knowledge, skills, abilities, and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience developing operating/spend plans for a shared service provider; working within a revolving fund; monitoring collection of revenue for a full cost recovery organization; and experience in budget planning in a three-year budget cycle utilizing forecasting and data analysis. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
