Budget Analyst

This Budget Analyst position is with Office of the Secretary of the Interior (Department of the Interior) in Phoenix, AZ. The incumbent will be responsible for advising IBC management on budget, financial, and cost issues, as well as performs a wide range of operational, managerial, and analytical functions to ensure program integrity and operational efficiency of IBC's fiscal and staffing resources. Salary: Lakewood, CO- $140,239-$182,316 Herndon, VA and Washington D.C.-$143,913-$187,093 Key duties: • Leads the development and formulation of IBC annual current year operating/spend plans; monitors the use and rate of expenditures and revenue collection of funds and tracks obligations throughout the execution phase of the budget to ensure full cost recovery across all services. Independently analyzes budget-related problems and recommends solutions or alternative actions. Regularly meets with IBC program managers, IBC Directorate business operations staff, and IBC Directorate leadership for assigned service lines to review the status of program projects, adequacy of funding, and status of client billings and revenue collection. Updates IBC service costing and pricing templates for Directorates to capture planning assumptions used when estimating the cost of providing services. Maintains the IBC data dictionary and service catalogue and associated lines of accounting for all IBC services and activities Qualifications: Applicants must carefully review the information in the "How You Will Be Evaluated" section for important information and instructions pertaining to the multi-hurdle assessment process for this position. At the GS-14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is defined as experience that is in or related to the line of work of this position and has equipped you with the particular knowledge, skills, abilities, and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience leading the development of annual operating/spend plans within a fee for service organization operating within a revolving fund; budget and data analysis pertaining to the operations of shared services to identify issues, inefficiencies and service pricing issues; developing and updating service costing and pricing templates to address planning assumptions for costing projections in a fee for service organization. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
