This Construction Control Representative (Construction Representative) position is with Bureau of Prisons/Federal Prison System (Department of Justice) in Phoenix, AZ. Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities. Key duties: • Reviews project plans and specifications prior to construction contract solicitation to determine practicability from a construction standpoint; i.e., physical obstructions such as wetlands or topography or other construction difficulties. Attends pre bid and bid opening conferences to discuss principal construction features and requirements, in terms of methods, equipment and administration of activities at the site. Provides oversight of a detailed site survey conducted by the contractor for plotting of profiles, cross sections and setting lines, levels and grades of pertinent features of the construction project. Observes and investigates construction activities of all contractors on-site at all stages to identify and resolve problems, resulting in timely action in order to change detail or make recommendations prior to the occurrence of construction deficiencies. Supervises inspections of the construction operations for compliance with plans and specifications. Qualifications: To be considered for the position, you must meet the following qualification requirements. Basic Requirements: Specialized Experience (for positions at GS-04 and above): Examples of qualifying specialized experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. AND In addition to meeting the Basic Requirements above, applicants must have: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience in providing project management expertise for multimillion-dollar projects with highly complex major scopes that are technical in nature, ability to navigate multiple types of funding decision units, knowledge of applying engineering and architectural principals when providing project management services for design, construction, and renovation of projects for a correctional facility. Experience writing statements of work, providing advice to high-ranking officials in the planning and design state for renovations; monitoring contractor performance; conducting project reviews, adjusting funds, schedules, and scope of work to ensure projects are completed within budget and within time constraints for a correctional facility. Experience resolving complex problems and conflicts impeding progress; provide expertise advise to key stakeholders to ensure their goals/parameters are adhered to; manages the performance of complex and highly technical comparative design analysis and recommends solutions to technical problems for a correctional facility. If applicable, credit will be given for paid and unpaid experience.
