This Contract Officer Representative position is with Indian Health Service (Department of Health and Human Services) in Chinle, AZ. This position is located at Chinle Comprehensive Health Center, an Indian Health Service (IHS) facility in Chinle, Arizona. The purpose of the position is to provide contract oversight and technical support, monitors performance and compliance, coordinates procurement activities, and ensures contracts meet organizational needs. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021). Key duties: • Serves as Acquisition Program Support Specialist, monitoring assigned contracts and assisting staff with market research, procurement documents, cost estimates, and complete acquisition packages. Provides guidance on procurement requirements and timelines. Monitors contractor performance and promptly documents and reports deficiencies, compliance issues, service disruptions, and disputes to the Contracting Officer. Assists program staff in compiling supporting documentation and factual information to address contractor performance concerns. Coordinates with the Contracting Officer on contractor requests and performance issues, ensuring compliance with contract terms and referring potential changes or out-of-scope work for appropriate action. Certifies inspection and acceptance of goods and services prior to approving invoices. Reviews and reconciles contractor invoices against contract terms, delivery schedules, and performance standards. Prepares reports on contract status, performance trends, and financial data. Maintains surveillance records according to the Quality Assurance Surveillance Plan and Performance Requirements Summary. Qualifications: To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-9: Experience providing contracting and administrative support, including advising management; developing and reviewing documents; analyzing task order processes for mission efficiency; maintaining contract files and tracking systems; monitoring contracts and contractor performance; verifying invoices and services; coordinating administrative functions; and ensuring compliance with contract requirements and regulations. OR I have completed master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher-level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.B. or J.D., if related. GS-11: Experience providing acquisition, procurement, and contract administration support throughout the acquisition lifecycle, including developing acquisition packages and related documentation; reviewing requisitions, solicitations, proposals, and contractor qualifications; supporting procurement methods, price/cost analysis, and negotiations; coordinating with Contracting Officers, CORs, program officials, vendors, and stakeholders; monitoring contractor performance, compliance, deliverables, expenditures, and invoices; maintaining contract and surveillance files; assisting with modifications and closeout; and preparing contract, financial, performance, and management reports. OR Submit a copy of unofficial transcripts to show completed. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 level. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants. Condition of Employment: Must obtain and maintain Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II certification within one year. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
