Key duties:

The Director, Data Oversight & Records serves as the IRS senior official for records management issues, protection of taxpayer and employee identities, and establishment of a Servicewide strategy for authentication and authorization needs that ensures a secure environment for taxpayers to interact with the IRS. The Director advises IRS senior leadership on the adequacy of documentation and creation and management of agency records, keeping senior management informed on current and projected operational requirements, issues, legislative, and regulatory matters. The Director Data Oversight & Records performs the following duties and responsibilities: Serves as the principal executive advisor to the Chief Privacy Officer, Commissioner/Chief Executive Officer, and senior IRS leadership on enterprise information governance, records management, identity assurance, data protection, and related strategic risks. Establishes long-range organizational strategies, governance frameworks, and transformation initiatives that advance taxpayer service, operational effectiveness, legal compliance, security, and public trust while directing the identification, assessment, and mitigation of enterprise risks associated with information stewardship, taxpayer authentication, unauthorized access, emerging technologies, and modernization initiatives. Directs the development, implementation, and continuous modernization of Servicewide records management, taxpayer authentication, authorization, and access policies in accordance with Congressional mandates, NARA requirements, federal regulations, and strategic business priorities. Collaborates with IRS Information Technology to support critical infrastructure improvements and enhance the protection of these systems from unauthorized access and exploitation. Directs the establishment, implementation, and oversight of enterprise controls, administrative processes, and technology capabilities necessary to safeguard records and information assets, ensure records management requirements are integrated into enterprise architecture and information systems, and promote effective business management practices. Represents the IRS before Treasury, OMB, Congress, NARA, oversight organizations, the media, and other governmental and private-sector entities. Establishes strategic partnerships and collaborative relationships that advance records management, information governance, and identity assurance objectives and influence government-wide policy, regulatory compliance, and best practices. Leads a geographically dispersed organization of senior leaders, managers and technical professionals, fostering a high-performance culture characterized by accountability, innovation, collaboration, inclusion, and continuous improvement. Leads enterprise governance activities and cross-functional initiatives to identify opportunities for modernization, process improvement, technology investment, and enhanced protection of taxpayer and employee information. Ensures privacy, records management, and identity protection requirements are incorporated into capital planning and technology governance processes. Directs the development, establishes, maintains, and monitors effective systems of administrative control for safeguarding all records and deployment of state-of-the-art information technology techniques and modern business management practices. Oversees examination of legislative and other initiatives proposed by Congress, other agencies and the public and formulates IRS's position regarding records/information relating to or impacted by such initiatives. When appropriate, identifies need for new or amended legislation to strengthen and support IRS privacy policies, and address future privacy and disclosure issues. Ensures IRS employees are kept current about records management principles and requirements and receive records management training appropriate to their needs. Promotes internal and external awareness of IRS's commitment to records/information assets and management of risks to those assets. Ensures the IRS processes that were established or strengthened in response to the Taxpayer Browsing Protection Act adequately mitigate the unauthorized access and inspection of taxpayer records. Ensures account indicators warning IRS employees of dangerous taxpayers or taxpayers that should be approached with caution are appropriately placed on systems. Performs trend analysis to identify commonalities in threats to better protect employees.
Qualifications:

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. EXECUTIVE CORE QUALIFICATIONS (ECQs): By statute, OPM prescribes Executive Core Qualifications (ECQs) for the appointment of career Senior Executive Service (SES) members. The ECQs were designed to evaluate executive experience and not technical expertise. The following ECQs provide the focus for certification of executive core qualifications for initial appointment to the SES. Your two-page resume should show that you possess the Executive Core Qualifications. 1. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the MTQs below: Records Management - Demonstrated executive-level experience leading enterprise information governance, records management, privacy, identity management, cybersecurity, data protection, risk management, or related programs across a large and complex organization. Strategic Planning - Demonstrated experience developing and implementing enterprise-wide strategies, policies, or governance frameworks that balance organizational mission requirements, legal and regulatory compliance, operational effectiveness, and risk management. Organizational Awareness - Demonstrated experience leading large-scale organizational transformation, modernization, or technology-enabled change initiatives involving multiple stakeholders, significant organizational impact, and measurable business outcomes.
