The Director, Disclosure position is located in the Internal Revenue Service (IRS), Office of Privacy, Disclosure Office, and reports to the Chief Privacy Officer. The mission of Disclosure is to provide timely access to tax or other sensitive IRS records in accordance with Internal Revenue Code (IRC) 6103, Freedom of Information Act, and Privacy laws and promote the protection and confidentiality of tax and other sensitive information. The Director Disclosure performs the following duties and responsibilities: Serves as the principal executive responsible for providing strategic leadership, governance, and oversight of the Internal Revenue Service's disclosure program, ensuring the appropriate balance between transparency, taxpayer rights, information sharing, and the protection of sensitive and confidential information in support of the agency's mission and public trust. Provides executive leadership and direction for the development, implementation, and evaluation of Servicewide policies, strategies, and programs governing disclosure, information access, transparency, and records release under the Freedom of Information Act (FOIA), Internal Revenue Code (IRC) Section 6103, the Privacy Act, the Taxpayer Browsing Protection Act, the Affordable Care Act, and other applicable statutes, regulations, and authorities. Establishes and executes the IRS strategic vision for disclosure, transparency, information governance, and data-sharing initiatives. Directs the development of enterprise-wide standards, policies, and performance measures to ensure consistent application of disclosure requirements while safeguarding sensitive taxpayer and government information across all IRS operations. Provides executive oversight of the modernization and continuous improvement of disclosure programs, business processes, technology solutions, and governance frameworks. Leads the integration of emerging technologies, data analytics, and risk-based approaches to improve operational effectiveness, enhance transparency, strengthen information protection, and address evolving business and compliance challenges. Serves as the senior advisor to the Chief Privacy Officer, IRS executives, Treasury officials, and other senior government leaders on disclosure, transparency, information sharing, and records management matters. Provides authoritative recommendations on complex, sensitive, and high-profile issues with significant operational, legal, policy, reputational, or national security implications. Directs the evaluation of legislative, regulatory, judicial, and policy developments affecting disclosure, privacy, transparency, and information sharing. Represents the IRS in developing agency positions on proposed legislation, executive branch initiatives, and government-wide policies and recommends statutory, regulatory, and policy changes necessary to strengthen disclosure programs and address emerging risks and opportunities. Provides executive leadership for enterprise risk management activities related to disclosure, information sharing, and records access. Establishes governance structures, internal controls, accountability mechanisms, and performance management systems to ensure compliance with applicable laws and regulations while mitigating operational, legal, security, and reputational risks. Represents the IRS before Congress, Treasury, the Office of Management and Budget, the Government Accountability Office, the Treasury Inspector General for Tax Administration, other federal agencies, state and local governments, international organizations, and private-sector stakeholders on matters involving disclosure, transparency, information sharing, and taxpayer information protection. Builds and sustains strategic partnerships with federal, state, local, tribal, international, and private-sector entities to advance information-sharing initiatives, strengthen data protection, combat identity theft and refund fraud, and improve the effectiveness of tax administration and government-wide transparency efforts. Oversees the administration of the Servicewide FOIA program, including executive review of the most sensitive, complex, precedent-setting, and high-visibility disclosure matters. Ensures timely, legally sound, and consistent responses to requests for information and serves as the final executive authority on significant disclosure determinations affecting agency operations, public trust, and taxpayer rights. Directs the development and implementation of enterprise-wide education, outreach, and awareness programs to strengthen understanding of disclosure laws, transparency requirements, taxpayer rights, and information protection responsibilities among IRS executives, managers, employees, and contractors. EXECUTIVE CORE QUALIFICATIONS (ECQs): By statute, OPM prescribes Executive Core Qualifications (ECQs) for the appointment of career Senior Executive Service (SES) members. The ECQs were designed to evaluate executive experience and not technical expertise. The following ECQs provide the focus for certification of executive core qualifications for initial appointment to the SES. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the MTQs below: Disclosure Regulations - Demonstrated executive level experience leading a large-scale disclosure, transparency, information governance, privacy, records management, information sharing, information protection, cybersecurity, regulatory compliance, or related program within a complex public or private sector organization. Experience must include establishing strategic direction, developing organizational policy, leading program modernization initiatives, managing enterprise risks, and achieving measurable organizational results while balancing transparency, operational requirements, and information protection responsibilities. Federal, State and Local Governments Tax Law - Demonstrated experience applying and interpreting the Internal Revenue Code, Privacy Act, FOIA, information-sharing statutes, or comparable federal, state, local, or private-sector regulatory frameworks governing the protection, disclosure, exchange, and use of sensitive information. There is NO requirement to prepare a separate narrative statement specifically addressing the ECQs or MTQs. Only the required 2-page resume will be considered.
