Economist

This Economist position is with Bureau of Labor Statistics (Department of Labor) in Phoenix, AZ. The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. This position is located in the Bureau of Labor Statistics, Office of Prices and Living Conditions. Key duties: • Duties include, but are not limited to: Lead major program and system redesign projects by directing or coordinating the activities of teams and advisory groups, setting priorities, and negotiating solutions when priorities or needs conflict. Manage processing system redesign efforts, resources, and contractor work. Mentor and guide staff by assigning work and supporting team performance. Advise senior leadership at the Bureau of Labor Statistics (BLS) on system and technological redesign initiatives. Conduct long range planning and serve as technical expert for Consumer Expenditures (CE) processing system development efforts. Conduct research to improve Consumer Expenditure (CE) processing systems, methodologies, and procedures to generate efficiencies and improve data quality. Identify data problems and develop quantitative or qualitative solutions. Prepare clear technical documents, reports, presentations, statements of work, and summaries. Deliver presentations to internal and external Consumer Expenditure (CE) data users. Provide technical direction on methodological, economic, and statistical issues. Qualifications: You must meet the Basic Requirements and the Minimum Qualifications to qualify for the Economist, as described below. Basic Requirements: Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. OR B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the Basic Requirement above, applicants must also meet the Minimum Qualifications to be considered. Minimum Qualifications: Economist, GS-0110: Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience should include a thorough range of complex economic professional work. For the GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 level. To qualify, applicants must show evidence of at least two of the listed specialized experience examples in their resume. Qualifying specialized experience includes: Led research, development, deployment, and maintenance of a production process that required coordination with multiple divisions; Directed processing system development teams, establishing priorities, assigning tasks, keeping stakeholders appraised, and resolving conflicts; Used analytical techniques to assess new technologies or methodologies and advised program management on implementation; Produced technical written materials, including research reports, presentations, summaries, and/or statements of work; Provided expert guidance on production system development, planning, administration, and/or evaluation to staff, teams, and management.
