This EDUCATIONAL TECHNICIAN (CHILD DEVELOPMENT) position is with Air Combat Command (Department of the Air Force) in Davis Monthan AFB, AZ. Key duties: • The primary purpose of this position is to provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC). In addition, performs basic oversight and supervision for a designated classroom for ages 6 months through 5 years. The incumbent may be designated as the supervisor on duty, as needed, whenever the Child Development Center (CDC) Director is not physically in the facility. DUTIES: Designs, implements, and reviews activity plans. Observes and evaluates each child's health and development and reports on and maintains records of observations. Prepares and implements specialized programs for children with special needs, i.e., children with disciplinary problems, learning disabilities, or gifted children. Provides technical guidance and leadership to junior employees assigned to assist with program activities and participates in special projects. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-4, or equivalent in other pay systems. Examples of specialized experience includes applying extensive knowledge of program rules and procedures for interrelated child care plans and resolves operational challenges; implementing developmental theories, methodologies, and practices to design specialized, individual activity plans spanning physical, intellectual, social, and nutritional growth; enforcing strict Child Development Center (CDC) protocols, ensuring flawless child accountability (intake/outtake), emergency medical response, and mandatory abuse reporting; cultivating productive, professional relationships with families, staff, and children to ensure seamless communication and a supportive environment; mentoring and guiding junior personnel as an effective role model, providing critical technical direction and leadership to elevate team performance. OR EDUCATION: A bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience which includes courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Child Development regulations, procedures, and processes. Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development. Knowledge of Child Development Center regulations, programs, and operations. Ability to develop creative and innovative activity and special program plans. Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
