This Examiner position is with Department of State Headquarters (Department of State) in Phoenix, AZ.
This is a TEMPORARY, INTERMITTENT position located in the Office of Human Resources Management, Office of the Executive Director, Bureau of Diplomatic Security (DS/EX/HRM). The incumbent serves as an Examiner responsible for assessing and evaluating candidates for each of the Bureau's four Foreign Service Specialist categories: Special Agents (SA), Security Engineering Officers (SEO), Diplomatic Couriers (DC), and Security Technical Specialist (STS).
Key duties:
• Serves as a panel member examining candidates for DS Foreign Service Specialists positions to include Special Agent, Security Technical Specialist, Security Engineering Officer, and Diplomatic Courier.
• Evaluates candidates for the possession of knowledge, skills, abilities, and personal characteristics necessary for the performance of Foreign Service work.
• Evaluates writing assessment products and adjudicates all decisions regarding continuance or termination of applicants in each stage of the evaluation process guiding the SMEs through the as leader of the assessment team.
• Prepares descriptive reports of the assessment and a summary evaluation and recommendation for further consideration on the written and oral assessments of the evaluation process of each candidate for the various programs.
• Plans and coordinates annual training sessions to prepare Diplomatic Security Special Agents , Security Engineering Officers, Security Technical Specialists, and Diplomatic Couriers for assessment duties as Subject Matter Experts (SME's).
Qualifications:
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: EXPERIENCE applying employment laws, regulations, policies, and human resources staffing practices and procedures to Foreign Service recruitment and suitability. EXPERIENCE recommending actions in accordance with the Foreign Service recruitment and suitability process. EXPERIENCE utilizing assessment techniques to objectively evaluate an individual(s)' performance against agreed selection standards in a structured examination environment to assess candidates for the Foreign Service. EXPERIENCE preparing descriptive reports of assessment and evaluation to justify a decision for selection or non-selection or adverse actions in the Foreign Service recruitment process. There is no substitute of education for specialized experience for the GS-14 position. SELECTIVE PLACEMENT FACTOR: Note: This position has a Selective Placement Factor (SPF). The SPF is applied in addition to minimum qualifications. Applicants who do not meet the criteria for the SPF are ineligible for further consideration. To meet the Selective Placement Factor requirement, applicants must have retired from the Foreign Service. Applicants MUST submit their retirement SF-50 as verification of selective placement factor by the closing date of this announcement.
