General Engineer

This General Engineer position is with Indian Health Service (Department of Health and Human Services) in Kayenta, AZ. This position is located in the Facility Management Branch. The primary purpose is to provide engineering and technical consultation for healthcare facilities, staff housing, site improvements, physical plant systems, and preventive maintenance; manage building projects, maintain the computerized maintenance management system, and administer contracts. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021). Key duties: • Plans, coordinates, and manages designated healthcare facility projects, working with agency personnel and tribal representatives to establish project goals, develop master plans, and monitor project progress. Reviews and analyzes architectural and engineering concepts, drawings, and specifications for compliance with agency standards, policies, project requirements, and healthcare facility needs; identifies deficiencies and recommends improvements. Provides engineering expertise across Civil, Mechanical, Electrical, and Architectural disciplines in the design, construction, modification, and operation of healthcare and support facilities. Enforces compliance with building codes and design standards, including the Uniform Building Code, NFPA 101 Life Safety Code, applicable NFPA requirements, and HHS Minimum Standards. Develops and updates annual project and financial budgets and acquisition plans for HFDS, BEMAR, FEPP, and other facility projects; supports project cost estimates, schedules, and procurement activities. Coordinates with maintenance, housing, and biomedical staff to maintain the CMMS preventive maintenance database, including work-order tracking, preventive maintenance activities, project reporting, and facility maintenance requirements. Qualifications: To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-11: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; or, 1 year of specialized experience related to the work of the position and equivalent to at least the GS-9 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: planning, coordinating, and managing healthcare facility design, construction, renovation, maintenance, and repair projects; reviewing engineering and architectural plans and specifications; developing engineering scopes of work, budgets, cost estimates, schedules, and acquisition plans; and ensuring compliance with applicable engineering, building, safety, and healthcare facility standards.; experience providing technical oversight of government contracts, monitoring contractor performance, developing corrective actions, and using computerized maintenance management systems to manage preventive maintenance, work orders, and facility operations. Completion of 2 years of study that included at least 12 semester hours OR combination of both education and experience. Definition of Professional Engineering Experience: The professional engineering experience required for grades GS-7 and above is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Professional knowledge of engineering is defined as the comprehensive, in-depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-year engineering program leading to a bachelor's degree, or the equivalent. Professional ability to apply engineering knowledge is defined as the ability to (a) apply fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; (b) adapt and apply methods and techniques of related scientific disciplines; and (c) organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems. Possess and maintain Level I FAC-COR certification through the Federal Acquisition Contracting Certification from the department with broad experience and background in contracting with emphasis on professional and medical services for health care, applies P.L. 61-313 (25 U.S.C. 47), the Buy Indian Policy to contracts when feasible, and experience in health service contracting, construction contracting for major health and other health programs. The candidate does not need to possess currently but will be allowed up to two (2) years to obtain Level I FAC-COR certification. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
