This Health System Specialist position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ.
Serves as a Health System Specialist to the VISN DND, providing expert-level analysis and program management across the full scope of the DND portfolio. This position serves as a principal advisor and action officer for network-wide initiatives, operational issues, and cross-facility coordination efforts, and functions as a critical extension of the DND in managing the networks programmatic and administrative workload.
Key duties:
• Major Duties Include but are not limited to: Serve as the executive level liaison among VHA, VISNs, HSAs, VAMCs, the VISN Operations Center, for the VISN 1 Deputy Network Director, and assigned VISN programs to coordinate information, assignments, and cross-department work. Advise the Deputy Network Director on administrative, operational, and health care management matters affecting VISN programs and field operations. Represent the Deputy Network Director in internal and external meetings; communicate established positions and, when delegated, make decisions, sign documents, or commit resources within authorized limits. Integrate oversight across emergency management, operations, capital assets, environmental programs, occupational safety and health, health care technology, logistics, human resources, and market planning and analysis. Manage DND Office administrative and operational functions, including workflow, priorities, deadlines, assignments, and coordination of executive-level deliverables. Support development of performance plans containing required elements; manage performance-management timelines and facilitate timely reviews and appraisals. Coordinate VISN wide activities involving human capital, finance, quality, strategy, projects, capital assets, environment of care, procurement, logistics, and field operations. Plan and execute occupancy requirements for VISN owned assets in alignment with Administration priorities, Executive Orders, and applicable requirements. Navigate VISN and HSA governance structures to coordinate, document, and communicate decisions and assigned actions. Develop or review technical and nontechnical products, including business plans for new programs, executive analyses, decision papers, and responses requiring information from VA, Federal, or external partners. Design new methods and measures to assess program accomplishments, results, efficiency, and effectiveness when existing measures are inadequate. Apply system-redesign, process-improvement, and change-management methods to diagnose problems, redesign work, implement solutions, and evaluate outcomes Lead special or confidential studies concerning sensitive matters such as patient adverse events, employee operational issues, Congressional inquiries, GAO reviews, or OIG matters. Develop and implement internal administrative policies, guidelines, procedures, and controls that improve office operations and accountability. Establish, monitor, and improve systems for tracking executive correspondence, assignments, suspense dates, quality, records, and timely completion Other duties as assigned. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Health Systems Specialist at the GS-14 grade level. This experience must have been equivalent to GS-13 grade level in Federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the above Individual Occupational Requirement and Time in Grade Requirement above, you must also qualify based on your experience as described below: Grade Determination: GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Work must have involved a close working relationship with managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided expert knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
