This Health System Specialist position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ. This position serves as a Health System Specialist within Office of the Chief Operating Officer, Medical Operations Center, supporting nationwide healthcare operations. This position analyzes and coordinates operational initiatives and utilize specialized knowledge in the area of health care service administration, continuous quality improvement and data analysis, to provide expert advice on operational policies and ensure these policies are coordinated with and in support of field operations. Key duties: • Major Duties include but are not limited to: Coordinates operational initiatives and assignments between the Office of the Chief Operating Officer/Medical Operations Center and VHA program offices, staff offices, and field operations. Monitors and manages incoming actions and requests from receipt through completion, ensuring responses are accurate, complete, timely, and consistent with VA/VHA policies and procedures. Conducts analytical studies of healthcare operational processes, special projects, and complex issues using planning, statistical measurement, data analysis, and evaluation techniques. Leads assigned projects from initiation through completion and presents analytical findings, recommendations, and results to senior VHA leadership. Develops position papers, decision documents, reports, and other materials addressing complex and sensitive healthcare operational issues with national impact. Coordinates responses to audits and reviews conducted by oversight organizations, including OIG and GAO, and tracks required actions through completion. Collaborates with VHA leadership, program offices, and other stakeholders to evaluate policies, plans, operational systems, and communication processes and resolve operational issues. Coordinates executive meetings, events, committees, and organizational engagements; develops agendas, briefing and presentation materials, and provides guidance to senior management on upcoming activities and priorities. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in person work unless they have an approved exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a Gs-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR): The 0671 Occupational series has an IOR that must be met: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (TRANSCRIPTS REQUIRED). OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Resume must support three out of the four examples below: Analyzing and evaluating complex healthcare operations and programs by applying healthcare administration principles and advanced qualitative or quantitative analytical techniques to identify problems and recommend solutions. Conducting healthcare program or management analyses involving operational processes, performance data, planning, quality improvement, or healthcare delivery to evaluate effectiveness and support organizational decision-making. Coordinating complex healthcare operational initiatives across multiple organizational components or stakeholders to address program issues, implement operational priorities, and support healthcare delivery objectives. Providing recommendations or advisory support on healthcare operations, policies, or program issues by interpreting organizational requirements, analyzing complex information, and communicating findings to management and other stakeholders.
