Health System Specialist

This Health System Specialist position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ. The Office of Systems Redesign & Improvement (SR&I) is strategically aligned within the Office of Quality Management (QM) under the Office of Quality and Patient Safety (QPS) of the Veterans Health Administration. The incumbent reports to the Associate Director, Systems Improvement and Consultation. The Education Consultant provides oversight of education policies, programs, and training for internal and external customers and stakeholders. Key duties: • Ensure alignment with the overall organizational mission and vision for the future from an organization perspective. Serve as a resource and advisor to both clinical and administrative staff in the development and review of training and education plans and strategies, requiring outstanding verbal and written communication skills. Develop and maintain a system for tracking educational activities, attendance, and participant satisfaction to ensure cost-effective programs and the best use of resources to meet or exceed customer requirements. Support, facilitate and ensure continuing education policies and programs to promote the continuing professional competence of program staff, including cross-service educational programs of general interest. Comprehensive knowledge of the range of administrative policies, regulations, and precedents applicable to the implementation and administration of continuous process improvement programs and the HRO principles. Knowledge of program goals and objectives, the sequence of timing of key events and milestones, and methods of evaluating the worth of program accomplishments and performance measures. Skill to plan, organize, and direct team study work with team leads in negotiating and effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with other program objectives. Related work requires the ability to direct/lead complex studies requiring the application of advanced communication, educational and evaluation methods, and related techniques. Investigates and analyzes adverse quality trends in improvement initiatives or conditions in initiates corrective actions, consults with technical experts to examine and analyze unusual or problem situations indicated by changes in program quality indicators. Champions the use of innovative strategies as performance improvement in quality improvement techniques appropriate to the agency mission and culture. Is recognized as an expert whose services are available VHA wide. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop and maintain a core education and training program through the provision of programs that address customer and stakeholder training needs. Employ a wide variety of teaching methods ranging from the traditional classroom setting to self-directed, learner-centered techniques Identify and advocate for the resources to maintain and enhance a wide variety of activities comprising the overall learning environment. Understanding of the operations of the complex health care systems (people, processes, equipment) as well as exposure to information flow and supervisory chains of command. Performs in-depth analysis of stable work processes or service delivery practices to identify appropriate quality measurements tailored to the activity. Provide overall coordination and integration in delivering cost effective, customer driven training, education, and staff career development. Apply exceptional written communication skills, specifically related to the development, creation, and maintenance of the healthcare specific curriculum. AND The Individual Occupational Requirement: For the 0671 Occupational Series you must have Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
