This Housing Management Specialist position is with National Park Service (Department of the Interior) in Grand Canyon, AZ. This position is located within the Department of the Interior, National Park Service, Grand Canyon National Park, Administration Division, located in South Rim, Grand Canyon, Arizona. Key duties: • Some of the major duties you will perform include but are not limited to the following: Ensure timely implementation of rental rate changes; communicate those changes to tenants and ensure payroll deductions are updated accordingly. Maintain accurate financial data through central financial management systems and maintain historical record of rental rates and rate increases in a housing program. Work as a team member with facility maintenance staff to assist and help coordinate the contracted and in-house maintenance, repair, and rehabilitation of a large inventory of housing occupied both year-round and seasonally. Serve as a Contracting Officer's Representative (COR) to manage housing related contracts including construction contracts for repair and rehabilitation of housing facilities. Receive complaints and work to resolve complex tenant issues such as personal disputes between neighbors or co-occupants, issues related to pet policies, noise complaints etc. Duties will be developmental in nature when filled below the full performance level. Physical Demands: The work is primarily sedentary including lengthy periods of intense concentration and working with frequent distractions and interruptions. Occasional minor physical activity is required during on-site surveys or inspections of project sites. Work Environment: Work is performed in an office setting usually adequately lit, heated and ventilated. There may be occasional exposure to dust or noisy environments when conducting onsite visits to park housing or construction areas. Work will vary from office to outdoors in moderate to severe weather conditions/temperatures with exposure to dirt, dust, and noisy environments common to construction sites. Qualifications: All qualifications must be met by the closing date of this announcement - 09/10/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-07 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-05 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: (1) Managing check-ins and check-outs to track housing occupancy and vacancies; (2) assist with developing recommendations for improving housing policies and departmental guidelines; (3) receiving and processing tenant complaints and repair/maintenance requests. You must include hours per week worked. -OR- Education: Successful completion of at least one full year of graduate education that demonstrates the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration. One year of graduate education is equivalent to 18 semester hours (or 27 quarter hours). You must include transcripts. -OR- Combination of education and experience as listed above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide your semester hours (or equivalent) of education by 18 hours (or equivalent). Add the two percentages. The total percentage must equal at least 100% to qualify for this position. For example, 6 months of the specialized experience (50% of the qualifying experience) and 9 semester hours of graduate study from an accredited institution (50% of the qualifying education), equals 100% of the total specialized experience requirement. You must provide transcripts and include hours worked. -OR- Superior Academic Achievement (SAA): Successfully completed a bachelor's degree in a directly related field AND meet one of the following: (1) Class Standing: rank in the upper 3rd of the graduating class in the college, university, or major subdivision, based on the completed courses; OR (2) Grade-Point Average (GPA): earn a GPA of (a) 3.0 or higher out of a possible 4.0 ("B" or better) based on 4 years of education, or based on courses completed during the final 2 years of the curriculum -or- (b) 3.5 or higher out of a possible 4.0 ("B" or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years. Note: GPA will be rounded to the one decimal place, for example, 2.95 = 3.0, 2.94 = 2.9; OR (3) Membership in a National Scholastic Honor Society. To qualify for this position at the GS-09 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: (1) Managing housing inventory and tenant assignments; (2) assist in managing budgets to account for quarters income and expenditures; (3) implementing housing policies for legal compliance and efficient facility use; (4) assist in developing housing plans, directives, and other administrative guides. You must include hours per week worked. -OR- Education: Successful completion of at least master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration. One year of full-time graduate education is considered to be 18 semester hours (or 27 quarter hours). You must provide transcripts. Combination of education and experience as listed above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide your semester hours (or equivalent) of education by 18 hours (or equivalent). Add the two percentages. The total percentage must equal at least 100% to qualify for this position. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, 6 months of the specialized experience (50% of the qualifying experience) and 27 semester hours of graduate study (50% of the qualifying education), equals 100% of the total specialized experience requirement.
