This Human Resources Specialist position is with Office of the Secretary of Health and Human Services (Department of Health and Human Services) in Phoenix, AZ. This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia. Key duties: • WHAT YOU'LL BE DOING DAY TO DAY As a Human Resources Specialist, you will: Provide comprehensive HR advisory and consultative services to managers, supervisors, and customers on a full range of human resources issues; interpreting laws, regulations, policies, orders, and decisions; develops alternatives; and provides authoritative recommendations on HR programs and operations Perform Federal recruitment, staffing, and placement activities, including advising management on recruitment strategies and hiring mechanisms, conducting job analyses and qualification determinations, applying appointing authorities, and ensuring recruitment actions comply with merit system statutes, regulations, and delegated examining requirements. Analyze and resolve complex or sensitive HR issues Participate in HR studies and cross-functional teams; and develop findings, recommendations, policy guidance, procedural improvements, or solutions to HR program issues and barriers. Perform the full spectrum of staffing and recruitment services, including developing and posting vacancy announcements, evaluating applicants, issuing certificates, reviewing selections, extending job offers, coordinating onboarding, and processing associated personnel and pay actions. Qualifications: WHAT WE ARE LOOKING FOR GS-09 Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing ALL of the following: Providing Federal recruitment, staffing, and placement services, which may include the following: processing recruitment actions and applying applicable merit system principles, laws, regulations, policies, or delegated examining requirements. Providing advice, guidance, and/or assistance to managers, supervisors, employees, and other customers on recruitment, staffing, placement, qualifications, onboarding, compensation, or related human resources matters Using automated human resources/staffing systems to process personnel or staffing actions, analyze qualifications or other HR information, and/or research and apply appropriate regulations, policies, procedures, and precedents to resolve routine or moderately complex HR issues. OR Have a Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR Have a combination of experience and education as described above that meets 100% of the qualification requirements for this position. GS-11 Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following: Performing Federal recruitment, staffing, and placement activities, including evaluating applicant qualifications and eligibility, applying hiring authorities and/or processing staffing actions in accordance with merit system principles, laws, regulations, policies, and procedures. Providing technical advice, guidance, or consultative services to managers, supervisors, employees, and/or customers on recruitment, staffing, placement, qualifications, classification, onboarding, compensation, or related human resources matters. Analyzing and resolving Federal human resources issues by researching, interpreting, and applying laws, regulations, policies, procedures, and precedents, and using automated human resources systems to process, document, and support HR actions. OR Have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Have a combination of experience and education as described above that meets 100% of the qualification requirements for this position. GS-12 Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: Providing comprehensive Federal human resources advisory or consultative services to managers and supervisors on complex recruitment, staffing, placement, or related HR matters. Performing, advising on, or analyzing complex Federal recruitment and staffing activities, including applying Federal hiring authorities, qualification standards, job analysis principles, staffing procedures, and related regulatory requirements. Analyzing and resolving complex or sensitive Federal human resources issues by researching and interpreting laws, regulations, policies, precedents, or other authoritative guidance and developing recommendations or solutions.
