This Human Resources Specialist (Information Systems) (NTE 1 Year) position is with Departmental Administration (Department of Agriculture) in Phoenix, AZ.
The position is in the US Department of Agriculture, Departmental Administration, Office of Human Resources Management, Human Resources Enterprise Systems Management Division which manages the strategic alignment of enterprise systems to support the HR business strategy. The incumbent provides program management oversight for HR information systems deployed throughout USDA. This is a 1 year detail/temporary promotion. This assignment may end earlier or be extended based on the manager's needs.
Key duties:
• Advises managers and human resources staff on in the technical aspects of the respective Human Resources Information Systems module.
• Conducts testing on assigned portions of new or enhanced Human Resources Information Systems products.
• Develops and retrieves reports (canned, ad hoc, queries, etc. from application systems as identified, conducts analyses, and recommends proposed action.
• Develops and tests analytic reports to ensure management has accurate workforce statistics depicted in graphic formats, as tools for strategically managing the workforce.
• Develops associated user procedures, guidelines, SOPs and training materials.
• Develops tools, aids, standard operating procedures and training supporting assigned Human Resources Information Systems components.
• Works with HRESM program managers to identify and correct issues, and participates in developing plans for Department-wide implementation.
• Designs, develops and delivers training on processing procedures and data maintenance to ensure data integrity.
• Provides technical guidance to human resources staff regarding the data and accounts in the electronic official personnel folder (eOPF) system, including access assignments and providing escalated ‘Tier 2’ assistance with system and account issues.

To qualify for this position as a TEMPORARY PROMOTION at the GS-13 grade level, you must possess the following minimum qualifications by the announcement close date: Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Minimum Qualifications: Applicants must meet the Specialized Experience as shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. GS-13: Possess one (1) year of specialized experience equivalent to at least the GS-12 level that included (1) Providing technical advice and assistance on the design, implementation and operation of the database structures for Human Resources (HR) automated systems; (2) Resolving complex automation problems and answering questions on HR tools and systems; (3) Developing plans of action or project plans/specifications necessary to carry out requirements for information systems; and/or (4) Applying knowledge of a wide of range of HR concepts, regulations, policies, and practices to the provision of information system services. Upon completion of the detail, the employee will be expected to return to his/her regular duties. An employee who in on detail is considered for pay and Full-time Equivalent (FTE) purposes to be permanently occupying his or her regular position of record. There will be NO CHANGE in current pay.
