This Human Resources Specialist (Recruitment) position is with Department of State Headquarters (Department of State) in Phoenix, AZ. These are TEMPORARY, INTERMITTENT position(s) located in the Bureau of Diplomatic Security, Office of the Executive Director (DS/EX), Human Resources Management (HRM), Recruitment Unit (RECU). This unit is responsible for planning, coordinating, and executing recruitment and outreach programs that attract and recruit highly qualified candidates for Foreign Service, Civil Service, and other mission-critical positions supporting the Bureau's worldwide security and law enforcement mission. Key duties: • Serves as a Recruitment Advisor responsible for planning, coordinating, and executing strategic recruitment outreach activities to support the Bureau's recruitment objectives for Foreign Service, Civil Service, and other mission-critical occupations. • Represents the Bureau at virtual and in-person recruitment events, career fairs, conferences, information sessions, panel discussions, university outreach activities, and other recruitment initiatives to attract highly qualified applicant pools. • Provides informed guidance regarding specialized occupational requirements, career paths, and workforce needs to support consistent and accurate recruitment messaging across recruitment activities. • Advises on recruitment strategies, candidate engagement approaches, workforce trends, and outreach initiatives that support current and emerging hiring priorities. • Analyzes recruitment metrics, workforce data, labor market information, applicant trends, and program performance measures to evaluate the effectiveness of Bureau recruitment activities and outreach initiatives. Qualifications: Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience collaborating and consulting on recruitment strategies for both Civil and Foreign service. Experience advising on human resources laws, regulations, and policies associated with Delegated Examining and Merit Promotion procedures and practices. Experience identifying recruitment challenges, evaluating outreach effectiveness, and developing recommendations that improve recruitment processes and candidate engagement.
