This Industrial Property Management Specialist position is with Department of Energy Headquarters (Department of Energy) in Phoenix, AZ. This position is part of the Office of Management, Department of Energy. As a Industrial Property Management Specialist, you will serve as the Department's technical expert and authority on Department-wide personal property policy, personal property management; training and career development processes in order to establish a compliant, highly skilled national workforce capable of securing sensitive and high-value Federal assets. Veterans shape the future of energy As a Industrial Property Management Specialist, at the full performance level, you will: Serve as the Department's technical expert and authority on Department-wide personal property policy, personal property management, and training/career development processes. Direct negotiation constraints and administrative oversight of contracts involving high-value Government Furnished Property (GFP) and motor vehicles. Develop property management review and appraisal guides for DOE-wide use. Manage Departmental recordkeeping and reporting frameworks to mitigate risks of information compromise regarding sensitive inventories. Lead expert review teams conducting high-impact audits of Headquarters/Field Office oversight mechanisms and directs wide-ranging on-site inspections of contractor-operated facilities (including National Labs and high-security sites) to approve or disapprove contractor property control systems. Negotiate Interagency and Loan Agreements and advocates for Departmental interests on Interagency committees, White House task forces, and national policy groups to settle high-consequence asset management disputes and shape Government-wide property policy. Qualifications: BASIC REQUIREMENT: N/A GS-13: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 of the following: developing, implementing, or evaluating policies, procedures, or programs for the management and control of organizational property; evaluating property management practices or systems for compliance with contractual, regulatory, or organizational requirements and recommending corrective actions; interpreting and applying contract provisions, policies, or requirements related to the acquisition, use, control, accountability, or disposition of property; and providing technical guidance or recommendations to management, contracting personnel, contractors, or other stakeholders on complex property management issues. GS-14: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 of the following: developing, implementing, or evaluating policies, procedures, or programs for the management and control of organizational property; evaluating complex property management programs or contractor property systems for compliance with contractual, regulatory, or organizational requirements, including identifying deficiencies and recommending corrective actions; interpreting and applying contract provisions, policies, or regulatory requirements to resolve complex issues involving the acquisition, use, control, accountability, or disposition of property; and providing technical advice and recommendations to management, contracting personnel, contractors, or other stakeholders on complex property management issues. Education cannot be substituted at the 13 and 14 levels. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
