This Information Technology Specialist position is with Forest Service (Department of Agriculture) in Phoenix, AZ.

Key duties:
• Provides consultation on the Geospatial Enterprise Data Warehouse program standardizing the data management lifecycle; analyzing and defining data requirements and specifications; and implementing database structures.
• Consults with senior Agency or Department staff on data availability for specific information needs, including customized reports or other data access methods for program staff and the need for new data structures to meet program needs.
• Develops and administers data standards, policies, and procedures. Analyzes and plans for anticipated changes in data capacity requirements.
• Develops mechanisms for evaluating the quality of data management services provided to clients, and evaluates the feedback to ensure data management functions are being operated with the policies and goals of the CIO and the Forest Service.
Qualifications:

Specialized experience is defined as two or more of the following: Providing consultation standardizing the data management lifecycle for Geographic Information Systems (GIS); and/or analyzing and defining GIS data requirements and specifications; and/or designing, normalizing, developing, installing, and implementing databases, applications and functions using GIS. In addition to the qualification requirements above, applicants must have IT-related experience demonstrating each of the following competencies: (1). You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
