This Information Technology Specialist (Product Owner) position is with U.S. Trustee Program (Department of Justice) in Phoenix, AZ. This position serves as a Information Technology Specialist (Product Owner), located in the Department of Justice (DOJ), United States Trustee Program, Executive Office for United States Trustees, Management Operations, Office of Information Technology, Application Services Branch. The incumbent serves as the primary liaison between business stakeholders and technical delivery teams, translating mission needs and user requirements into actionable work items and acceptance criteria. Key duties: • The duties and responsibilities for a Information Technology Specialist (Product Owner) GS-2210-14 generally include, but are not limited to, the following: Defines and communicates a clear product vision and roadmap for assigned USTP application systems, ensuring alignment with program mission, strategic goals, and user needs. Owns and manages the product backlog: creates, refines, and prioritizes user stories, epics, and features based on business value, stakeholder input, technical feasibility, and organizational priorities. Defines and tracks product performance metrics and key results; uses data-driven analysis to inform backlog priorities and demonstrate value delivered. Evaluates emerging technology capabilities-including AI-powered features such as intelligent document processing, automated data extraction, and decision-support tools-for potential inclusion in the product roadmap, ensuring alignment with federal AI policies and responsible AI principles. Serves as the primary point of contact for business stakeholders on product scope, priorities, timelines, and trade-offs. Manages stakeholder expectations through regular communication, product demonstrations, and transparency about progress, risks, and impediments. Provides guidance to IT leadership on product strategy, user experience priorities, and the potential impact of technology investments on program operations. Participates in IT strategic planning, capital planning, and investment control activities by providing product-level cost-benefit analysis and value assessments Qualifications: To qualify for the position of Information Technology Specialist (Product Owner), at GS-2210-14, you must meet the basic qualification requirements listed below. Basic Qualifications (2210 series): Please refer to the OPM IT Management Series 2210 Qualification Standard for the specific experience requirements for the GS-12 and above positions. AND Specialized Experience: To qualify for the GS-14 grade level, you must have one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable non-Federal experience. Specialized experience is defined as experience performing the following duties: Defining and communicating a clear product vision and roadmap to drive the development of IT application systems. Managing a technical product backlog and translating user needs into actionable work items for Agile software development teams. Coordinating cross-functional IT dependencies; and providing technical guidance to IT leadership on product strategy, cloud architectures, or the impact of technology investments.
