This IT Specialist (ENTARCH/AI) position is with Office of the Assistant Secretary for Administration and Management (Department of Labor) in Phoenix, AZ.
The Office of the Chief Information Officer (OCIO) serves as the IT hub of the U.S. Department of Labor. Final salary will be determined based on the selectee's assigned duty station in accordance with applicable locality pay tables. This role supports the Department of Labor by designing and maintaining the enterprise architecture, leading major IT and AI modernization efforts, ensuring technical and security standards across systems, and providing expert guidance to improve business processes and integrate emerging technologies. Major duties include, but are not limited to: Develop and document the enterprise architecture (EA) and associated AI infrastructure, including business units, key processes, data pipelines, AI components, and machine-learning workflows, using advanced modeling techniques to ensure standardization and interoperability. Develop metrics and governance policies for EA and AI programs that align with OCIO standards, federal IT requirements, responsible AI principles, and enterprise performance objectives. Identifiy gaps between current and target architectures and develop transition plans and modernization roadmaps to support movement toward the target architecture. Evaluate the impact of EA and AI products and services on IT investments, mission operations, business processes, stakeholder satisfaction, data quality, automation efficiency, and enterprise risk posture. Review proposed architecture diagrams, including model architectures, training pipelines, inference endpoints, and service-based integrations, to ensure technical compliance, security, and alignment with OCIO architectural principles. Act as a consultant to IT and business leaders in the development of IT solutions that address enterprise business needs. Collaborate with office directors and senior-level officials on projects and program planning, addressing IT governance, policies, development, and implementation. Conduct, analyze, and manage enterprise architecture projects to ensure that architectures and standards support process reengineering, system modernization, investment management, and the responsible integration of AI capabilities. Conduct risk assessments for planned technology initiatives, identify vulnerabilities in system design, data integrity, cybersecurity posture, and risks associated with AI systems such as model drift or training data quality. Advise senior leadership on enterprise architecture trends and strategic opportunities, highlighting AI-related advancements only when they directly influence IT modernization or mission delivery outcomes.
Qualifications:
You must meet the Basic Requirements and the Specialized Experience to qualify for the IT Specialist (ENTARCH/AI), as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must meet 4 of the 5 of the statements below to be found qualified. Qualifying specialized experience for GS-15 includes: Experience with leading enterprise-wide AI and IT-modernization architectures and delivering cross-mission solutions. Experience with establishing and enforcing enterprise architecture and AI governance frameworks, including policies, standards, intake, reviews, compliance, and responsible-AI controls. Experience with directing end-to-end AI and emerging-technology initiatives, including prototyping, testing, secure deployment, optimization, and lifecycle management using modern cloud and DevSecOps/MLOps/LLMOps practices. Experience with serving as a senior technical authority to executives and cross-functional teams on enterprise architecture, AI/ML, cloud, data ecosystems, automation, and modern engineering. Experience with evaluating and integrating advanced technologies and AI solutions, performing impact analyses, partnering with cybersecurity/infrastructure teams, and leading risk assessments for mission-critical delivery.
