This Lead Human Resources Specialist (Classification) position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ.
This position is established in VHA Workforce Management and Consulting's Human Resources Operations Office. HROO is the exclusive operational HR service provider for VHA's Central Office (VHACO). This position uniquely specializes in the position classification discipline, and accordingly is located within HROO's Classification Shared Service Unit.
Key duties:
• Duties included but not limited to are: Ensures the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulates and communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization, adjusting accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks, and ensuring each employee has an integral role in developing the final team product. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Serves as a coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Ensures work assignments, such as Classification actions, Consultations on classifications, position management and functional statements, Desk Audits, Consistency Reviews, reports, etc. are executed by the team in a timely manner. Proportionally distributes the CSSUs workload and special projects to team members for maximum productivity levels. Tracks the progress of work and contacts team members when there appears to be delays and offers advice on how best to proceed. Makes day-to-day adjustments in accordance with established priorities and/or assessments of the impact on customer service. Reviews work and conducts consultation sessions to ensure the CSSU Supervisor's directions have been followed. Modifies or rejects work products that fail to meet the CSSUs established standards and team cultural norms. Calculates the length of time different assignments may take and uses tools and software to record and report on work accomplishments that require extensive review. Work Schedule: Full-time, 40 hours per week, Monday - Friday Compressed/Flexible: Available at supervisor's discretion Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in person work unless they have an approved exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: (1) Serving as an expert level consultant in classification and position management; (2) reviewing position descriptions and classifying positions using the applicable classification standards; (3) providing advice on the development of Title 38 Functional Statements and Title 5 Position Descriptions; (4) conducting position management assessments and making recommendations on position and organizational design; (5) analyzing classification appeals and writing decisions. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: 1) Serving as an expert level consultant in classification and position management; (2) reviewing position descriptions and classifying positions using the applicable classification standards; (3) providing advice on the development of Title 38 Functional Statements and Title 5 Position Descriptions; (4) conducting position management assessments and making recommendations on position and organizational design; (5) analyzing classification appeals and writing decisions.
