This Lead Management and Program Analyst position is with Customs and Border Protection (Department of Homeland Security) in Sierra Vista, AZ.
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility (OPR), Technology Management Group, location negotiable in the locations listed in the Duties Section. Key duties:
• This position serves as OPR's Team Lead Local Accountable Officer (LAO), providing executive leadership and expert analytical recommendations relating to major personal property program activities while also operating as a team lead over local and non-co-located property management personnel in the field. This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). Seattle, WA Typical Major Duties of this position but not limited: Overseeing and managing OPR's personal property management program and asset portfolio across headquarters and field locations, ensuring compliance with applicable CBP, DHS, and federal requirements. Serving as the Team Lead Local Accountable Officer and subject matter expert, providing guidance, oversight, training, and technical assistance to Local Property Officers and junior property management personnel. Using property accountability systems and related tools to execute reports, analyze asset data, audit transactions, monitor program indicators, and support accurate property records and reporting. Coordinating, reviewing, auditing, and certifying annual and semi-annual inventories, ensuring inventory documentation, asset updates, and required submissions are complete, accurate, and timely. Leading property-related projects, plans, workload coordination, and process improvement efforts, including identifying program issues, recommending solutions, tracking deadlines, and reporting progress to management. Qualifications:
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing a personal property or asset management program, including accountable and non-accountable property, in accordance with federal, departmental, and agency policies, regulations, and internal controls. Using property accountability systems of record, such as SAP, FACTS, or comparable systems, to create, review, manipulate, audit, and report asset data across multiple cost centers or organizational codes. Providing technical guidance, training, and oversight to property management personnel, Local Property Officers, asset users, inventory takers, or other stakeholders on property acquisition, management, transfer, inventory, reporting, and disposal processes. Conducting audits, quality control reviews, or compliance assessments of property records, transactions, inventories, documentation, and program indicators to identify errors, recommend corrective actions, and improve program performance. Developing, implementing, interpreting, or evaluating policies, procedures, guidance, reports, or management processes for a property, logistics, acquisition support, or administrative program affecting headquarters and field operations.
