Lead Training Specialist

This Lead Training Specialist position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ. The incumbent serves as a Lead Training Specialist responsible for providing day-to-day leadership, technical guidance, and coordination of VISN-wide training activities associated with the development, implementation, delivery, and evaluation of educational and training programs supporting VISN Access Operations. ***This is a virtual position and requires you to live within commuting distance of and report for duty at your nearest VHA location.*** Key duties: • Major duties include but are not limited to: Lead and coordinate Training Specialists (workload, coaching, quality review) Collaborate with managers, ADPAC, SMEs, stakeholders Participate in committees/workgroups/special projects Plan/develop/coordinate/administer VISN-wide training programs Administer training records/documentation for compliance Research/interpret directives/policies; update training content Monitor workload/resources; advise management on trends/issues Assess training needs and develop instructional strategies Evaluate training effectiveness; recommend improvements Provide onboarding/orientation and continuing education Design/develop/revise/maintain instructional materials Deliver training (classroom/virtual/OJT) across VISN Work Schedule: Monday - Friday. Tour of duty hours can vary between time zones and will be discussed with the supervisor. Individual Occupational Requirements This position has Individual Occupational Requirements. You must meet these basic requirements in order to be considered. Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience: Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Scheduling experience, data analysis and retrieving reports, experience in training other employees, experience in writing Standard Operating Procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD, or equivalent degree; OR, I have completed 3 full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond Master's or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
