This Management Analyst (Workforce & Labor) position is with Military Treatment Facilities under DHA (Department of Defense) in Fort Huachuca, AZ. About the Position: This position is located within Raymond W Bliss Army Health Center, Fort Huachuca, AZ Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes. This is a Direct Hire Solicitation Key duties: • Analyze financial reporting system data for accuracy, trends, and discrepancies. • Plan, organize, operate and maintain the manpower and personnel reporting computer system. • Develop standardized HR and labor reporting system guidance, procedures, and manuals to ensure accurate reporting across the Medical treatment Facility. • Develop and install reporting systems that compare costs to output. • Review, interpret and maintain knowledge of regulations and develops local guidance. Revise data collection procedures, implements controls, and trains staff. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes includes gathering, auditing, or analyzing manpower; and workload data using human resources/financial information systems and formulating staffing or resource allocation recommendations for management. This definition of specialized experience is typical of work performed at the second lower/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Project Management, Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
