Meet with managers and executives within the Service to define the overall goals and objectives of the project. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Establishes systems of review, control, and report on project status. Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-12: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Overseeing and/or assisting with the accomplishment of analytical area studies, including qualitative and quantitative, to resolve issues and improve the operating line or administrative support programs. Applying management principles and processes to perform project management duties to coordinate and integrate project objectives. Provides and/or assists with the development of recommendations to improve the efficiency and effectiveness of project performance. Formally or informally, mediating project-implementation resistance due to issues such as organizational conflict, competing objectives, or resource problems. Applies business unit and/or project guidelines consistent with general administrative policies and organizational theories to meet project goals and deadlines. In addition, your experience must include communicating both orally and in writing to develop a working relationship between various areas to establish program criteria and develop program guidance. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
