Key duties:
• The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Provides advice and feedback to the Director or other supervisor/manager on critical, sensitive, or confidential matters. Consults with senior management within the organization, and with staff analysts at higher levels within the agency on critical organizational, management, and/or labor management issues affecting operating programs. Exercises authority to represent and make commitments involving program operations and the administrative management of the organization on behalf of the Director or other supervisor/manager. Attends interagency meetings and conferences with external stakeholders and exercises authority to represent and make commitments for the Director or other supervisor/manager on a variety of management issues. Manages taskers, governance actions, audits, and policy reviews, ensuring timely and accurate responses across stakeholders. Supports budget formulation and execution activities, including financial tracking, spend plans, budget requests, and acquisition package documentation. Provides executive-level support to leadership, including scheduling, coordinating correspondence, preparing briefing materials, and overseeing workflow organization. Plans, organizes, and/or leads all phases of multi-functional efforts to evaluate plans and proposals of projects involving broad areas of work processes, operational practices, and integration between various functional areas. Provides technical expertise in the analysis and evaluation of projects, implementation support, assessment of program and management goals and objectives, and the development of new or revised policies. Assesses the impact of new or revised program requirements and forecasts developments that may affect assigned areas. Identifies and analyzes key risks and issues, the timing and sequence of program events and milestones, and assesses resource utilization and management controls. Develops innovative and practical solutions, documents findings, prepares presentations, and provides recommendations to improve organizational effectiveness. Coordinates program planning, tracks milestones, measures performance, and produces reports to ensure alignment with organizational goals. Qualifications:
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-13: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience includes: Applying analytical and evaluative methods and techniques to identify and measure program accomplishments, assess progress, evaluate operational processes, revise existing methods, and recommend improvements to program operations. Applying project management principles, methods, and practices to plan, schedule, coordinate, and monitor complex projects or studies involving mission requirements, organizational processes, work processes, risk factors, or operational issues affecting program effectiveness. Applying resource management or budgeting methods and techniques to prepare analyses, evaluate program requirements, and provide recommendations related to operational needs or resource considerations. Reviewing and evaluating Criminal Investigation program operations, policies, procedures, processes, or systems to identify operational issues, analyze program effectiveness, and recommend improvements using analytical and evaluative methods and techniques. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
