If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs or assists in performing operational reviews, prepares or assists in preparing program evaluations and provides guidelines pertaining to the effectiveness of line program operations in meeting established goals and objectives Maintains Forms 11377 (Taxpayer Data Access Forms) for the organization. Provides information from Forms 11377 to TIGTA and/or management during investigations of potential UNAX/IDRS violations. Reviews Forms 11377 in conjunction with the review of the weekly IDRS Security Report for unauthorized accesses Removes IDRS access capability from employees being investigated for potential UNAX/unauthorized IDRS accesses as directed by management Utilizes the IDRS Online Reports Services (IORS) to monitor IDRS usage and security. Ensures reports are timely reviewed and certified. Provides analysis, assistance, and recommendations for action to management concerning system access and usage STANDARD POSITION DESCRIPTIONS (SPD): PD93110 Visit the IRS SPD Library to access the position descriptions. Qualifications: Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE/EDUCATION GS-11: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes: Experience evaluating a segment or phase of a project or study by gathering, assembling, and analyzing operational information; drawing conclusions; and developing alternatives. Experience preparing draft reports, guidelines, and supporting materials that document findings and recommendations. Experience reviewing program operations and administrative procedures to identify process issues and recommend changes to methods, processes, or procedures. Experience conducting operational reviews, program evaluations, or organizational studies to assess efficiency, productivity, and program results. OR EDUCATION: You may substitute education for specialized experience as follows:A Ph.D. or equivalent doctoral degree. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. OR An LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
