Key duties:
• The following are the duties of this position at the full working level. Advises and/or designs solutions that meet individual customer circumstances, expertise, and goals. Breaks down problems, identifies patterns and proposes innovative solution approaches to automate workflows and business processes to increase operational efficiency, and drive growth primarily through low-code solutions. Serves as an expert in visual application building approach to deliver applications using low-code functionalities. Knowledge of executing testing protocols to address technical issues and glitches and scrutinize and test multiple times to check performance and eliminate technical faults. Recommends actions to implement solution design and administration by advising on functionality, data usage and reporting, application maintenance, solution infrastructure and data security, metadata, overall use of tools and solutions, best practices, data retention and records management, 508 compliances, and governance. Develops and delivers technical training presentations for customers based on identified interest and/or need. Conducts workshops, presentations, and demonstrations to showcase the capabilities and benefits of low-code platforms to teammates and internal stakeholders. Collaborates with cross-functional teams, including business analysts, developers, and project managers, through inter-departmental engagements and communication to ensure successful delivery of digitalization and business improvement solutions. Qualifications:
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE/EDUCATION GS-09: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience collecting and analyzing information from interviews, observations, records, or other sources to support findings and recommendations. Experience applying analytical methods and established policies or procedures to identify operational issues and recommend improvements. Experience preparing reports or summaries that document findings, identify issues, and recommend solutions. Experience interpreting, policies, procedures or regulations to support evaluations of organizational or program operations. Experience presenting findings and recommendations to supervisors or management to support organizational improvement. OR EDUCATION: You may substitute education for specialized as follows: A master's or equivalent graduate degree in a related field of study. OR Two (2) full years of progressively higher-level graduate education leading a master's degree in a related field of study. One (1) year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR L.L.B. or J.D., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to the amount required. SPECIALIZED EXPERIENCE/EDUCATION GS-11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience conducting studies of administrative or operational processes to identify issues and recommend improvements that enhance organizational effectiveness or efficiency. Experience analyzing information from multiple sources to evaluate program operations and develop recommendations. Experience applying administrative laws, policies, procedures, or regulations to evaluate organizational processes and recommend improvements Experience preparing analytical reports, briefings, or other written products that communicate findings and recommendations. Experience presenting findings and recommendations to management or stakeholder to support operational improvements. Experience collaborating with stakeholders or subject matter experts to gather information and evaluate business or administrative processes. OR EDUCATION: You may substitute education for specialized as follows: A Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work. OR An LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to the amount required. SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience planning and conducting studies of work processes, business operations, or administrative programs to identify issues and recommend improvements that enhance organizational efficiency. Experience analyzing information from a variety of sources to evaluate program operations, identify trends or problems and develop recommendations. Experience applying administrative laws, policies, procedures or regulations to evaluate program operations and recommend improvements or resolve operational issues. Experience presenting findings and recommendations to management or stakeholders to support decision-making and implementation of process improvements. Experience coordinating with stakeholders or subject matter experts to evaluate business processes, gather requirements or improve administrative or operational practices. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
