This Management and Program Analyst (VOC) position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ.
The Management and Program Analyst provides centralized operational intelligence and advanced program and data analysis to support executive decision-making across the VISN and Health Service Areas. The incumbent transforms complex clinical, operational, and administrative data into actionable insights and develops analyses, program evaluations, and decision-support products that inform strategic priorities and improve operations.
Key duties:
• The Management and Program Analyst serves as a principal analyst and centralized resource supporting the VISN Operations Center and Health Service Areas (HSAs). Major duties include, but are not limited to: Independently plans, conducts, and presents complex analyses of clinical, operational, administrative, access, quality, and other performance data from multiple sources to support executive-level decision-making across the VISN and HSAs. Defines analytical priorities, methodologies, and the scope of evaluation activities needed to address strategic and operational requirements established by VISN and VHA leadership. Designs, develops, and deploys analytical models, dashboards, data visualizations, performance measures, and other decision-support products to evaluate program effectiveness, identify trends and risks, and recommend operational improvements. Creates and manages complex integrated datasets and databases and combines information from multiple enterprise data systems and repositories to address executive decision-support requirements. Conducts independent studies and program evaluations and develops new analytical approaches, methodologies, measures, and evaluation criteria when existing information or measures are incomplete, ambiguous, or unavailable. Analyzes management information systems and requirements to develop or improve analytical programs and administrative support systems, including evaluation methodologies, functional requirements, data-gathering protocols, trend analysis, predictive indicators, and comparative benchmarking. Synthesizes operational, clinical, access, quality, and Veteran experience information into integrated analyses, briefings, and recommendations that support alignment of HSA operations with VISN-wide and national strategic priorities. Develops and manages project plans for the analysis, design, testing, implementation, and maintenance of data analysis, program evaluation, performance monitoring, decision-support, and strategic-tracking initiatives. Interprets and applies broad VA/VHA policies and guidance to analytical and operational issues and develops recommendations when existing guidance or established approaches are insufficient. Prepares and presents complex analytical findings, conclusions, and recommendations to VISN and HSA executive leadership in written, visual, and oral formats appropriate for high-level and time-sensitive decision-making. Leads and coordinates cross-functional projects, workgroups, task forces, and network-wide initiatives involving HSA teams, program offices, and other organizational stakeholders to align operations with strategic priorities. Serves as a principal analytical authority or key participant on high-level workgroups, task forces, and committees, providing data-driven information and ensuring analytical approaches address leadership objectives. Represents the VISN Operations Center in meetings, briefings, workgroups, and consultations with VA Central Office, other VISNs, national program offices, and other stakeholders on data standards, analytical practices, and operational performance reporting. Collaborates with executive leaders, program managers, clinicians, technical staff, and other stakeholders across the VISN and HSAs to resolve common issues, share information, and advance network-wide initiatives. Coordinates competing priorities, deadlines, and resource requirements among operational, clinical, and administrative stakeholders to maintain progress on critical reporting and project milestones. Develops and disseminates analytical standards, guidance, user documentation, training materials, and educational resources to promote consistent use of analytical tools and decision-support products across the network. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: Conducting complex program and organizational analyses to evaluate performance, identify trends or issues, and develop recommendations for management decision-making. Collecting, integrating, managing, and analyzing data from multiple information systems or data sources to support program evaluation, operational performance, or organizational decision-making. Developing analytical and decision-support products, such as performance measures, dashboards, reports, data visualizations, or other analytical products, to communicate findings and support management decisions. Planning and coordinating program, analytical, or operational initiatives, including evaluating outcomes and communicating findings and recommendations to managers, program officials, or organizational stakeholders.
