This Management & Program Analyst (VISN Operations Center) position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ. The VISN Management and Program Analyst exists to provide centralized operational intelligence and advanced program/data analysis for decision support to the VISN Operations Center, VISN and Health Service Area (HSA) Executive Leadership Team. The incumbent works in close partnership with the Primary Health System Specialist to translate complex operational, clinical, and administrative data into actionable intelligence that informs network-wide strategic decision-making. Key duties: • Duties include but are not limited to: Designs, develops, and deploys advanced analytical models and data visualization products to evaluate the effectiveness of VISN and HSA programs, identify risks, and recommend improvements to operations. Conducts independent studies and investigations of analytical and design approaches, determining solutions that address leadership needs and maximizes organizational resources. Develops and maintains project plans for analysis, design, testing, implementation, and maintenance of decision support, program evaluation, and strategic tracking initiatives. Analyzes management information systems to design or improve analytic and administrative support systems. Creates and manages complex, integrated data sets and databases using a range of tools. Establishes and refines enterprise guidelines for data management, analytic methodology, and performance measurement across VISN and HSAs. Develops new analytic frameworks, dashboards, and reporting applications when existing metrics are ambiguous, incomplete, or non-existent. Prepares and delivers complex analytic findings and recommendations to VISN and HSA executive leadership in written, visual, and oral formats suitable for high-level, time sensitive decision support. Advises on the interpretation of ambiguous, conflicting, or incomplete data, applying analytical judgment to provide actionable conclusions. Mentors and provides analytic guidance to Operations Center and HSA Support Team staff on data management best practices, analytic techniques, and the development of decision-support tools and reports. Independently initiates and leads cross-functional teams, task forces, and long-range analytic projects addressing unprecedented operational challenges; results are relied upon by top VISN and national leadership to set direction. Designs and implements innovative analytic methodologies and performance measures, establishing new standards for program evaluation and business process improvement VISN-wide. Frequently interprets, adapts, and applies broad VA/VHA policy and regulatory guidance to novel local situations, providing definitive recommendations where existing guidelines are insufficient Work Schedule: To be determined. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: : You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Management and Program Analyst. Examples of specialized experience would typically include, but are not limited to: Possess knowledge of, and beginner skill in applying, data mining, data storage, and data warehousing concepts, methods, and technologies; data modeling methodologies and database management systems; operating systems; technical architecture; and network topology Possess beginner knowledge of relational database theory and commercially available and VA-proprietary software, and the ability to create, modify, test, and maintain relational databases at the VISN and HSA levels. Experience with helping conducting analyses, evaluations, and developing recommendations regarding data collection, program evaluation, and operational reporting across the VISN and its HSAs. Experience in communication and interpersonal relations, including the ability to appropriately and courteously engage internal and external customers at all organizational levels, up to and including VISN and HSA Executive Leadership. Assisting with the developing, updating, and distributing user guides, training materials, and educational resources to promote the adoption and consistent use of analytic tools and decision support products throughout the network. Physical Requirements: The work is primarily sedentary in nature. There may be some walking, standing, bending, and carrying of light objects such as files, books, and papers. The work involves a significant amount of computer keyboard operation. No special physical qualifications are required.
