This Nurse (Staff Development Coordinator) position is with Indian Health Service (Department of Health and Human Services) in Parker, AZ.
The purpose of this position is to assess, plan, implement, and evaluate education, validate competency and to provide orientation and ongoing education for the service unit. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

• Total Compensation Package - Check out IHS's outstanding total compensation package for this job: Registered Nurse Total Compensation | Pay (ihs.gov) Assess educational, training, and performance needs throughout the service unit and plans, implements, and evaluates staff development and clinical education programs designed to improve employee performance and quality of patient care. Plan and develop in-service education programs by establishing learning objectives, course content, teaching methods, examination tools, and evaluation criteria in collaboration with department supervisors and staff. Coordinate and implement the new employee orientation program, including developing individualized curricula, coordinating preceptor-based orientation, evaluating learner outcomes, and revising programs to meet organizational and employee needs. Maintain the hospital-wide competency program by assisting departments with developing, assessing, validating, and evaluating employee competencies and supporting annual competency requirements through observation and demonstration of clinical practice. Coordinate and provide required clinical education and certification training while supporting compliance with Centers for Medicare & Medicaid Services (CMS), The Joint Commission (TJC), Indian Health Service (IHS), federal and state regulatory requirements, Standards of Nursing Practice, and facility requirements.

BASIC REQUIREMENTS General Schedule Qualification Standards - Nurse Series 0610 EDUCATION: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. DEGREE FROM FOREIGN NURSING SCHOOL: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. LICENSURE: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. BASIC REQUIREMENTS FOR THE GS-11 GRADE LEVEL Applicants must meet one of the following to qualify at this grade level: Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field. OR; Possession of a diploma, associate's degree, bachelor's degree or master's degree from a professional nursing educational program and at least (1) one full year of professional nursing experience (equivalent to the GS-9 grade level) performing the following duties: Assessing organization-wide educational and performance needs and planning, developing, implementing, and evaluating clinical education, in-service training, continuing education, and staff development programs to improve employee performance and patient care; Coordinating new employee and preceptor-based orientation programs; developing curricula and learning objectives; and establishing, validating, and evaluating employee competencies using observation, demonstration, testing, and other evaluation methods; Applying professional nursing standards and other regulatory requirements to staff education and competency programs, including maintaining and delivering required clinical certification training. NOTE: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied.
