Passport Specialist (Fraud Prevention )

This Passport Specialist (Fraud Prevention ) position is with Department of State Headquarters (Department of State) in Tucson, AZ. This position is located in a Passport agency or center where the incumbent serves as a Passport Fraud Prevention Specialist responsible for coordinating a comprehensive anti-fraud program. Key duties: • Plans and implements programs to detect and prevent passport fraud, identify fraud vulnerabilities and trends. • Analyzes and evaluates suspected fraudulent passport applications and prepares comprehensive analyses of case files with recommendations to Diplomatic Security (DS) for further investigation. • Participates in coordinating and implementing comprehensive region-wide passport fraud prevention programs to protect the integrity of the U.S. passport. • At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receive closer supervision than at the GS-13 level Qualifications: Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants to the GS-12 Level Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Specialized experience must demonstrate the following: Experience developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States; Experience applying laws, regulations, precedents, court decisions and polices of the Department and the Directorate of Passport Services pertaining to passport adjudication and issuance; and Experience conducting interviews and preparing comprehensive analyses of case files to make determinations on referrals for prosecution. Applicants to the GS-13 Level Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Specialized experience must demonstrate the following: Experience developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States; Experience participating in program planning, coordination, and implementation related to U.S. Passport fraud prevention and control. Experience conducting interviews and examining legal documentation to evaluate eligibility for U.S. passports and identify suspicious claims that warrant further scrutiny. Experience developing operational policy, procedures, reports and a variety correspondence related to anti-fraud activities.
