Serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation. Leads or serves as a team analyst or advisor overseeing team members, project leaders, and/or project support personnel. Develops long-range program plans, goals, objectives, and milestones. Identifies and develops ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives. Researches and investigates new or improved business and management practices for application to operating programs. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE GS-13: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes: Experience applying management and organizational principles to evaluate programs, projects, and studies; assessing the efficiency and effectiveness of operations; and develop recommendations for operational improvement. Experience leading the planning, scheduling, coordination, monitoring, and evaluation of projects or studies involving multiple organizational functions, work processes, or affected parties. Experience analyzing project and operational data to identify problem areas, trends, deficiencies, resource requirements, and factors affecting the accomplishment of program or project objectives. Experience applying budgeting methods and techniques to prepare resource analyses and estimates, evaluating resource requirements, and recommend adjustments supporting project or program objectives. Experience presenting findings and recommendations through reports and briefings and negotiating resolutions to disputed recommendations, resource issues, or project-related conflicts. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
