Program Analyst

This Program Analyst position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ. As a Program Analyst within Requirements Development and Management (RDM), Strategic Investment Management (SIM), the incumbent is responsible for assessing requests from Veterans Health Administration (VHA) customers that deal with enhancements to existing health information technology (IT) solutions, or the creation of new solutions. Major duties include but are not limited to: Develops business requirements that adhere to the business requirements management plan, the quality management plan, and change management policies as appropriate. Manage the business and functional requirements of highly complex information technology projects. Facilitates the initial assessment of new service requests for IT development projects and captures high level business needs necessary to determine acceptance of the request for further analysis. Solicits participation of business owners and subject matter experts in defining and validating business requirements and ensures the customer, business owners, and stakeholders are kept abreast and involved through the business requirements work effort. Utilizes quantitative and qualitative methods to analyze and evaluate the effectiveness of projects and investments in meeting VHA, VA business owner, and SIM goals and objectives. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: May be available. You may qualify based on your experience as described below: Specialized Experience GS 12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience performing business analysis, including gathering and evaluating business needs. Experience eliciting, documenting, validating, and prioritizing health IT business and clinical requirements. Specialized Experience GS 13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Two or more years of experience equivalent leading complex health IT business and clinical requirements development. Experience independently managing requirement elicitation, documentation, validation, prioritization, and traceability across enterprise-level initiatives. Experience advising leadership and ensuring alignment of requirements with program goals.
