This Program Analyst position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ.
The Program Analyst supports VHA Homeless Programs by analyzing and evaluating program operations, managing complex projects, and developing policies, reports, and recommendations. The position advises leadership, coordinates high-priority correspondence and initiatives, analyzes program performance, and develops solutions to improve the effectiveness and efficiency of programs serving Veterans.
Key duties:
• Major duties include but are not limited to: Analyzes and evaluates program operations, policies, processes, and performance to identify opportunities for improved effectiveness and efficiency. Leads and coordinates complex projects, establishing scope, objectives, schedules, resources, deliverables, and performance measures. Develops recommendations and solutions to complex program and management issues using qualitative and quantitative analytical methods. Prepares and reviews executive correspondence, reports, briefings, decision memoranda, policy documents, and other materials for senior leadership. Collects, analyzes, and interprets program and performance data to identify trends, assess results, and recommend corrective or improvement actions. Supports the development, implementation, interpretation, and evaluation of policies, directives, procedures, and national program initiatives. Coordinates assignments and initiatives with program officials, senior leaders, field organizations, other VA offices, and external stakeholders. Advises program leadership on program operations, project status, policy issues, performance results, and recommendations requiring management action. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: May be eligible for ADHOC as determined by the agency policy. Will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing advanced analytical and evaluative work to assess and improve the effectiveness of programs or operations. Conducting complex studies using qualitative and quantitative methods. Developing policy or procedural recommendations. Advising leadership on program requirements and operational impacts. Preparing analytical reports and briefings. Leading or coordinating projects or program activities to support organizational goals.
