PROGRAM MANAGEMENT SPECIALIST (DIVING OPERATIONS)

The primary purpose of this position is: The Program Manager oversees the squadron's dive operations, ensuring safety, readiness, and compliance while advising the Unit Commander on training and equipment. Key duties: • Provides complex program management and support services in the areas of dive and maritime equipment, training and operations. Manages 68th Rescue Squadron's dive/maritime equipment systems maintenance and reporting programs. Maintains diving and maritime equipment/systems. Provides formal and informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training. Qualifications: Condition of Employment (Cont.): Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employees must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) knowledge of standardized maintenance concepts, principles, and practices related to systems and equipment used in AFSPECWAR diving and maritime tactical/training operations; (2) knowledge of analytical and problem-solving techniques applicable to procedural matters within a Dive Program, including the identification, analysis, and resolution of systems/equipment deficiencies in accordance with established procedures and guidelines; (3) knowledge of common program management principles and techniques, including planning resource allocation, and risk management, sufficient to apply established higher-level guidance in support of dive program activities; (4) ability to provide guidance and training to users and evaluators on assigned diving and maritime systems/equipment. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military dive operations and the operation/maintenance of military approved underwater breathing equipment, support systems, recompression chambers, small marine watercraft/engines, marine hydraulic systems. 2. Knowledge of a wide range of maintenance concepts, principles, and practices for specific open/closed circuit diving equipment, SCUBA equipment, high pressure gas systems, high altitude oxygen systems, and other related Special Tactics maritime systems and equipment. 3. Knowledge of and familiarity with applicable military diving, operations and/or safety directives, regulations, practices, and procedures. This includes the Material Safety Data Sheet (MSDS) and hazardous material program. 4. Skill in load preparation/rigging, and/or conducting parachute/swimmer/diver recovery methods and procedures. 5. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions. 6. Ability to communicate well, both orally and in writing, to include skill in providing technical advice and direction in the form of briefings, reports, and written recommendations to leadership and users. Ability to develop and conduct training to ensure proper operation/maintenance of assigned systems/equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
