Program Management Specialist (Fire Support)

This Program Management Specialist (Fire Support) position is with Forest Service (Department of Agriculture) in Phoenix, AZ. The position serves as the Program Manager for Fire and Aviation Management operations in the Pacific Southwest Region. The position has responsibility for providing analytical, consultative, and operational control of the program. Works with state and international partners. Key duties: • Prepares, verifies, and finalizes formal notification of funding advice incorporating national, regional, programmatic, and special requirements and guidelines. • Consults with the Program Manager to develop the current and out-year budget for the program. • Conducts on-site reviews of cooperator grant administration and financial management to assure appropriate use of funds according to the grant terms and conditions. • Conducts analyses of complex program issues, determining the required information and collecting data from various sources. • Prepares, researches, utilizes, and directs the development of specialized reports for program analyses. • Reviews information, reconciles conflicting data and devises new or modified methods to analyze findings. • Ensures operating program objectives are met through monitoring budget allocation and execution. Specialized experience is defined as two or more of the following: Supporting fire management programs by developing an annual program of work and budget proposals; and/or Assisting with administering federal assistance grants by analyzing grant issues and recommending specific actions; and/or Presenting recommendations and supporting data/information to senior leadership regarding administrative, technical, and budget issues for a program. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
